ORDINANCE NO. 2835 <br /> AN ORDINANCE OF THE CITY OF REDLANDS AMENDING TITLE 18 <br /> OF THE REDLANDS MUNICIPAL CODE TO ALLOW ACCESSORY <br /> PUBLIC PARKING AREAS IN THE A-1 AGRICULTURAL DISTRICT IN <br /> CONJUNCTION WITH EXISTING PUBLIC FACILITIES AND TO <br /> PROVIDE FOR ALTERNATIVE PARKING AND LANDSCAPE <br /> STANDARDS FOR SUCH USES <br /> WHEREAS, the City staff has filed an application requesting approval of Ordinance Text <br /> Amendment No. 346 as described herein (hereinafter referred to as the "Application"); and <br /> WHEREAS, the Application applies to all properties within the A-1 Agricultural district; <br /> and <br /> WHEREAS, the Application proposes to amend Title 18 (Land Use Zoning Ordinance) of <br /> the Redlands Municipal Code to add accessory public parking areas as a permitted use in the A-1 <br /> Agricultural District in conjunction with existing public facilities and to provide for alternative <br /> parking and landscape standards for such uses; and <br /> WHEREAS, pursuant to Sections 65800 and 65850 of the California Governinent Code, <br /> the City may adopt ordinances to regulate the use of buildings, structures, and land as between <br /> industry,business, residences, and open space, and other purposes;to regulate the location, height, <br /> bulk number of stories and size of buildings and structures, the size and use of lots, yards, courts <br /> and other open spaces, the percentage of a lot which may be occupied by a building or structure, <br /> and the intensity of land use; and to establish requirements for off street parking, incompliance <br /> with the California Government Code; and <br /> WHEREAS, pursuant to Section 15061(b)(3) of the state Guidelines implementing the <br /> California Environtnental Quality Act ("CEQA"), the Application does not have the potential for <br /> causing a significant effect on the enviromnent and is, therefore, covered by the general rule that <br /> states where there is no possibility that the activity in question may have a significant effect on the <br /> environinent, the activity is not subject to CEQA; and <br /> WHEREAS, on June 14, 2016, the Planning Coirunission of the City of Redlands <br /> conducted a duly noticed public hearing on the Application at the City of Redlands, City Council <br /> Chambers, 35 Cajon, Suite 2, Redlands, California 92373, and unanimously adopted Resolution <br /> No. 1288 to recommend that the City Council find the Application exempt from CEQA and <br /> approve Ordinance Text Amendment No. 346; and <br /> WHEREAS, all provisions of the Redlands Municipal Code and the California <br /> Government Code relating to Ordinance Text Amendment No. 346 have been complied with, <br /> including publication of a notice and the holding of a City Council public hearing on the 19`i' day <br /> of July, 2016; and <br /> I:1cclerk\Ordinances\Nos 2800-2899 in Word12835 Amending title 18 public parking A-1 agricultural district 9-6- <br /> 16.docx-l- <br />
