"Annexation Map No 12C, Community Facilities District No 2004-1 of the City of Redlands, <br /> County of San Bernardino, State of California," which is on file with the City Clerk (the <br /> "Aimexation Map") <br /> Section 4 Tvves of Services- Incidental Expenses- Plan for Providing <br /> Services The services to be provided and financed by the Community Facilities District are the <br /> maintenance of packs, slopes, parkways, open space, and citrus groves, including but not limited <br /> to, the maintenance of street trees, and landscape within and in the area of the property and the <br /> Community Facilities District The Community Facilities District shall also finance costs <br /> associated with the deternntnation of the amount of and the levy and collection of special taxes <br /> which are levied to provide such services and costs otherwise incurred in order to carry out its <br /> authorized purposes The services described above shall be provided, as needed, throughout the <br /> Community Facilities District and the territory proposed to be annexed thereto for the benefit of <br /> all owners of property and residents of the Commiunity Facilities District and the territory <br /> proposed to be annexed thereto All owners of taxable parcels of property within the Community <br /> Facilities District and the territory proposed to be annexed thereto shall pay special taxes to <br /> finance the annual cost of providing such services The services to be provided and financed by <br /> the Community Facilities District, as previously described, are necessary to meet increased <br /> demands placed upon the City as a result of development occurring within the Community <br /> Facilities District and the territory proposed to be annexed thereto <br /> Section 5 Special Taxes Except where funds are otherwise available, <br /> special taxes sufficient to pay the costs of the services described in Section 4 above and the <br /> annual administrative expenses of the City and the Community Facilities District in determining, <br /> apportioning, levying and collecting such special taxes, shall be annually levied withal the <br /> territory proposed to be annexed to the Community Facilities District Pursuant to Section 53340 <br /> of the California Governinent Code, the special taxes shall be collected in the same manner as <br /> ordinary ad valorem property taxes are collected and shall be subject to the same penalties and <br /> the same procedure, sale, and lien priority in case of delinquency as is provided for ad valorem <br /> taxes The rates and method of apportionnent of said special taxes shall be as set forth in <br /> Exhibit "B" attached hereto and by this reference made a part hereof The property within the <br /> territory proposed to be annexed, as well as the existing Annexation Areas 12A and 12B, shall be <br /> assigned to the Special Tax Rate Categories provided in Section 6 hereof and for Fiscal Year <br /> 2017-18 assessed at the rate set forth in Table 2 it Exhibit "B" attached hereto, subject to annual <br /> increases beginning cin Fiscal Year 2018-19 by the percentage increase in the Consumer Price <br /> Index as determined pursuant to the method of apportioning such special taxes set forth in said <br /> Exhibit "B" <br /> Section 6 Plan of Common Services and Alteration of Snecial Taxes in <br /> Annexation Areas A and B The services to be provided and financed with special taxes of the <br /> territory proposed to be annexed include services currently being financed with the special taxes <br /> of existing Annexation Areas 12A and 12B of the Community Facilities District It is the intent <br /> of the City and Community Facilities District to allocate the costs of the common services <br /> among the three areas if the proposed annexation and special taxes are approved by the qualified <br /> electors within the territory proposed to be annexed With such approval of the qualified <br /> electors, the territory being annexed shall be assigned to Special Tax Rate Category G, as set <br /> forth in Exhibit "B" hereto and, i1 accordance with Government Code Section 53339 3(c), as a <br /> -2- <br /> 11cclerk\ResolutionslRes 7700 7799/7717 Redlands CFD 2004-1 Annex 12C Resolution of Intention-c2 doe <br />
