RESOLUTION NO 7773 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING <br /> AMENDMENT NO 20 TO SPECIFIC PLAN NO 45 TO AMEND SECTION VI(B)(8)(C) <br /> AND SECTION VI(B)(8)(E) TO ESTABLISH A DESTINATION SHOPPING CENTER <br /> DEFINITION AND ASSOCIATED SIGN CRITERIA INCLUDING PROVISIONS FOR <br /> SIGN AREA CALCULATIONS, TENANT SIGN AREA TRANSFER OPTIONS, MULTI- <br /> TENANT SIGNS, AND FREESTANDING SIGNS, AS WELL AS TO AMEND <br /> PROVISIONS FOR ROOF AND PARAPET SIGNS <br /> WHEREAS, Property One, LLC has made an application for Amendment No 20 to <br /> Specific Plan No 45 (also known as the "Downtown Specific Plan") to establish a destination <br /> shopping center definition and associated sign criteria including provisions for sign area <br /> calculation, tenant sign area transfei options, inulti-tenant signs, and freestanding signs, as well as <br /> to amend provisions for roof and parapet signs, and <br /> WHEREAS, the City Council has the authority to review Annendment No 20 to Specific <br /> Plan No 45 to distinguish sign regulations within the Downtown Specific Pian, and <br /> WHEREAS, on July 25, 2017, and August 8, 2017, the Plaiming Commission held a <br /> noticed public hearing at which interested persons had an opportunity to testify in support of, or <br /> opposition to, Amendment No 20 to Specific Plan No 45 and at which the Plaimnlg Coirnnlssion <br /> considered Amendment No 20 to Specific Plan No 45, and <br /> WHEREAS, the proposed project is not subject to review undei the California <br /> Enviioninental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) as there <br /> is no possibility that the proposal will result in any ennvlroninenntal effect, and Section 15311 for <br /> accessory structures such as on-premises signs, and <br /> WHEREAS, following the public hearing on August 8, 2017, the Plannuig Commission <br /> deter-nuied that the proposal would be in conformity with the General Plan, and would be <br /> consistent with goals of Specific Plan No 45 to create a compact,pedestrian-oriented envirolunent <br /> that is consistent in character with the older Redlands Town Center while creating an opportunity <br /> to contribute to the City's economic development by providing local employment, shopping, <br /> service, and entertaimnent facilities, and <br /> WHEREAS, on August 8, 2017, the Planning COininlssion recolnlnended to the City <br /> Council that the proposed Specific Plan Amendment be approved, and <br /> WHEREAS, in accordance with Government Code sections 65453 and 65090, on August <br /> 24, 2017, the City Clerk gave notice by publication in a newspapei of general circulation of the <br /> holding of a public hearing at which, the Amendment No 20 to Specific Plain No 45 would be <br /> considered by City Council, and <br /> I \clerk\Resolutions\Res 7700 7799\7773 Specific Plan 45 Amendment No 20 docx <br />
