WHEREAS,maintaining and preservuig the local street and road system it good <br /> condition will i educe drive tines and traffic congestion, improve bicycle safety, and make the <br /> pedestrian experience safer and more appealing, which leads to reduce velntcle ennissioins helping <br /> the State achieve its air quality and greernhouse gas ernissions reductions goals, and <br /> WHEREAS,the SB 1 project list and overall investment in out local streets and roads <br /> infrastiucture with a focus on basic maintenance and safety,investing in complete streets <br /> nnfiastructure, and using cutting-edge technology, materials and practices,will have significant <br /> positive co-benefits statewide, <br /> NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Redlands <br /> as follows <br /> Section 1 The foregoing recitals are true and correct <br /> Section 2 The City's budget for fiscal year 2017-18 is hereby amended to <br /> incorporate the list of projects, attached hereto as Exhibit"A,"planned to be funded with <br /> Road Maintenance and Rehabilitation Account revenues <br /> Section 3 Adoption of this budget annendinent does not commit the city to <br /> implement any specific project and as such there is no environmental impact to this <br /> action. Therefore the California Envioninental Quality Act (CEQA) does not apply per <br /> CEQA guidelines section 15301(c) <br /> Section 4 The City further detemmirnes that approval of this Resolution is exempt <br /> from review udder Ca ifonnia Environmental Quality Act ("CEQA")pursuant to CEQA <br /> Guidelines Section 15273(a)(4) wluchprovides that CEQA does not apply to the <br /> establistu-neint, modification, structuring, restructuring, or approval of rates, tolls, fares, <br /> and other charges by public agencies which the public agency finds are for the purpose of <br /> obtaining funds fon capital projects, necessary to maintain service within existing service <br /> areas, and Section 15301(c) as the project has no potential to cause a significant impact <br /> on the envioninent <br /> I\cclerk\Resolutions\Res 7700-7799\7781-amending the 2017-18 budget to incorporate a list of projects funded by 5B 1 <br /> The Road Repair and Accountability Act docx <br />
