WHEREAS, this City Council finds that development within the City results in severe <br /> traffic congestion during peak business hours, weekends and holidays, thus decreasing response <br /> time, particularly on the fallowing streets and highways Citrus Avenue, Cajon Street, Orange <br /> Strut, Lugonia Avenue, Colton Avenue, Tennessee Street, San Tirnoteo Canyon, and I-l0 Freeway, <br /> and <br /> WHEREAS, tits City Council finds that automatic fire protection systems are the single <br /> greatest means of reducing the seventy of structural fires, and that fire loss in unsprinklered <br /> buildings is four tunes greater than fire loss in sgrinklered buildings,- and <br /> WHE1 AS, this City Council finds that no single fire causing three or more fatalities has <br /> occurred in spnnk.lered residential structures, inclding houses, apartments, mobile homes, hotels, <br /> motels and dorrrutones, and that these fatalities were the result of explosions or other mcurrences <br /> rendering systems inoperable or as the result Ofclothing being ignited on the person, and <br /> WHEREAS, this City Council acknowledges that documentation exists for at least two <br /> structure fires during 1995, one commercial and one residential, which occurred at the following <br /> locat*ns in Redlands- (a) 377 Kansas Street, Modular Caseworks - a welder accidentially started <br /> a fire inside the building and three Fire sprinkler heads extinguished it, enabling the business to be <br /> operational wfthikn one hour; and (b) 120 Velwood Street, a residence - a single sprinkler head put <br /> out a fire which began in a vehicle inside the garage, <br /> The City Council of the City of Redlands does ordain as follows; <br /> Section 1. The text of Chapter 15 20 of the Redlands Municipal Code is hereby deleted in <br /> its entirety and replaced by the following <br /> "Chapter 15.20 <br /> UNIFORM FIRE CODE <br /> Sections. <br /> 1520010 Findings and Adoption of the Uniform Fire Code <br /> 15 20 020 Definitions <br /> 15 20 030 Establishment ofLirnits Required by the Uniform Fire Code <br /> 15.20.040 UFC: Article l amended - Administration (Liability) <br /> 1520050 UFC Article l amended - Administration (Inspection and Enfomei'ment) <br /> 15.20 060 UFC Article l amended - Admimstranon (Emergency Scenes) <br /> 15 20 070 UFC Article l amended - Administration (Permits) <br /> 1520080 UFC Article 1 amended - Administration (Permits). <br /> 15 20 090 California Fire Code amended - Section 202. <br /> 1520 100 California Fire Code amended - Section 203 <br /> 1520 110 California l=ire Code amended - Section 207 <br /> 15.20.120 California Fire Code amended - Section 207. <br /> 1520 130 California Fire Cade amended - Section 209 <br /> 1520 140 California Fire Cade amended - Section 213 <br />
