RESOLUTION NO. 7814 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS <br />WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR A <br />SUSTAINABLE COMMUNITIES GRANT, RELATED TO THE <br />PREPARATION OF THE TRANSIT VILLAGES SPECIFIC PLAN. <br />WHEREAS, the City Council of the City of Redlands is eligible to receive Federal and/or <br />State funding for certain transportation planning related plans, through the California Department <br />of Transportation; and <br />WHEREAS, on December 8, 2017, the California Department of Transportation <br />announced grant awards through the Sustainable Communities Grant Program, among which was <br />the City of Redlands for a proposal to develop the Transit Villages and Downtown Specific Plan; <br />and <br />WHEREAS, a Restricted Grant Agreement is needed to be executed with the California <br />Department of Transportation before such funds can be claimed through the Transportation <br />Planning Grant Programs; and <br />WHEREAS, the City of Redlands wishes to delegate authorization to execute these <br />agreements and any amendments thereto; and <br />WHEREAS, creation of the Transit Villages Plan will implement the community's vision <br />for future development as contained in the new General Plan 2035 adopted by City Council on <br />December 5, 2017; and <br />WHEREAS, execution of Restricted Grant Agreements and any amendments thereto is <br />not subject to enviromnental review in accordance with Section 15061(b)(3) of the State <br />Guidelines implementing the California Enviromnental Quality Act; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDLANDS AS FOLLOWS: <br />Section 1.
