(ii) will increase the tax base of property within City <br />and correspondingly other affected units of government, <br />including but not limited to, school, park, library, and <br />fire protection districts, within whose boundary the Property <br />now or hereafter will lie (such affected units of government <br />being collectively referred to as "Affected Districts"); <br />(iii) will provide additional non -property tax income to <br />City and Affected Districts, (iv) will permit the sound <br />planning and development of the Property within and under <br />the control of City; and (v) will protect City from possible <br />undesirable and/or nonharmonious use and development of <br />unincorporated areas surrounding City <br />F City has carefully considered the annexation <br />of and development plans for the Property and the Project <br />and is agreeable to such annexation and development City <br />recognizes that Owner, in order to ensure the development <br />of the Project on the Property in a manner which is economi- <br />cally feasible and viable, requires certain assurances from <br />City for a definite time period with respect to certain <br />terms and conditions. <br />G. Owner, on the basis of such assurances of <br />City as are hereinafter set forth and after full and careful <br />consideration, recognizes the many advantages and benefits <br />to Owner and to subsequent users of the Property as a result <br />of and including the Property as an integral part of City's <br />community <br />-3- <br />
