c <br /> City Council Meeting of April 19, 2005 <br /> General Plan Amendment No. 2005-2-B <br /> Resolution No. 2600 (Zone Change No. 401) <br /> Street Vacation No. 127 <br /> Page 2 <br /> MOTIONS: <br /> If the City Council determines that the Planning Commission recommendation is <br /> appropriate, staff recommends the following motions: <br /> 1. "I move that the City Council approve the Mitigated Negative Declaration for <br /> General Plan Amendment No. 2005-2-13, Zone Change No. 401 and Street <br /> Vacation No. 127 and direct staff to file and post a "Notice of Determination" <br /> in accordance with City guidelines. It has been determined thatthis projectwill <br /> not individually or cumulatively affect wildlife resources as defined in Section <br /> 711.2 of the Fish and Game Code." <br /> 2. "1 move that the City Council approve Resolution Number 6391 for General <br /> Plan Amendment of 2005-2-8, amending the Circulation Element of the <br /> General Plan to remove the Collector designation of New York Street through <br /> the project site from Park Avenue to State Street and changing the <br /> designation of the subject properties from Light Industrial and Commercial to <br /> Office as shown on the attached map." <br /> 3. Mayor to direct City Clerk to read the title of Ordinance No. 2600 <br /> 4. "1 move to waive further reading of Ordinance No. 2600 in full and to introduce <br /> the Ordinance." <br /> 5. "1 move to request the City Clerk administratively set the hearing date for the <br /> proposed vacation of New York Street for May 17, 2005 at 7:00 pm and <br /> provide for published and posted notice of the hearing in accordance with <br /> law." <br /> PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission reviewed the project on January 25, 2005 and recommended <br /> that the City Council approve the Negative Declaration, General Plan Amendment, and <br /> Zone Change. A proposed Development Agreement, which is a part of this project, was <br /> continued by the Planning Commission to April 26, 2005 to allow the applicant to meet with <br /> staff and the City Attorney to discuss and clarify issues raised by staff. <br /> DISCUSSION <br /> General Plan <br /> The proposed General Plan Amendment has two components: <br />
