A G R E E M E N T <br />August 24, 1964 <br />1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />THIS AGREEMENT, by and between such counties of the follow- <br />ing: Los Angeles, Orange, San Bernardino, Riverside and Ventura,. <br />as shall execute this agreement in accordance with its terms, the <br />Southern California Rapid Transit District, and the California <br />Highway Transportation Agency, acting through its Department of <br />Public Works, and such cities in the area defined in Part I below <br />as shall ratify this agreement in accordance with its terms. <br />WITNESSETH: <br />WHEREAS, the Congress has added Section 134 to Chapter 1 <br />of Title 23, United States Code, declaring it to be in the <br />national interest to encourage and promote the development of <br />transportation systems embracing various modes of transport, <br />J: - <br />in a manner that will serve the states and local communities <br />efficiently and effectively, and which are based on a continuing <br />,comprehensive transportation planning process carried on co- <br />operatively by states and local communities. <br />WHEREAS, comprehensive planning for urban development is <br />Ineeded on a continuing basis and is consistent with national <br />(policy as expressed in Section 701 of the Housing Act of 1954, <br />!as amended, and <br />WHEREAS, the comprehensive character of the planning process <br />requires inventories and analyses of the following basic elements:] <br />1 Economic factors affecting development; <br />2 Population; <br />3 Land Use; <br />4 Transportation facilities; <br />5 Travel patterns; <br />6 Terminal facilities; <br />7 Traffic control features; <br />8 Zoning ordinances, subdivision regulations, <br />building codes, etc; <br />(9 Financial resources; <br />(10 Social and community -value factors, such as <br />preservation of open space, parks and recrea- <br />tional facilities; preservation of historical <br />sites and buildings; environmental amenities; <br />and aesthetics; and <br />WHEREAS, Federal -aid highway funds may be available for <br />
