3) DUTIES OF ENGINEER. The Engineer shall furnish or cause <br />to be furnished the following services. <br />Prepare a TOPICS study report for the City of Relands which <br />will meet the requirements of Policy and Procedure Memorandum 21-18 <br />of the U.S. Federal Highway Administration and California TOPICS <br />Advisory Committee criteria. The study report will hover the entire <br />City limits and include all arterial streets with significant <br />traffic volumes. Coordination with adjoining jurisdictions will be <br />maintained to provide continuity of the Type II street system. <br />Engineer agrees to secure State and Federal approval of this study <br />report. Engineer further agrees to furnish required data to the <br />State and Federal Agencies by June 1, 1971 to insure that the first <br />year TOPICS allocation to City is not lost. <br />Studies and Analysis <br />The study report will be developed via the following outline: <br />a) The current City boundaries will define the limits <br />of the study area. <br />b) Input material from LARTS and any previous traffic <br />reports will be integrated into this report. <br />c) Identify capacity and safety problem areas through <br />accident report analyses, volume capacity analyses, time delay <br />studies, and personal observations using the critical indices <br />in the HRB Capacity Manual and the City accident data. <br />d) Existing bus service will be reviewed in respect to <br />coordination with the street and highway facilities. <br />e) A comprehensive analysis of the existing local traffic <br />ordinances will be made to insure coordination between engi- <br />neering and enforcement policies and procedures. <br />f) Major traffic generators such as industrial areas, <br />commercial areas, and recreational areas will be described and <br />identified. <br />g) An FAP-Type II system will be developed by reviewing <br />the existing tentative Type II system, street classification <br />w <br />-2- <br />
