SPECIAL PROVISIONS <br /> Paragraph 1. PROJECT The following is the scope of work for the <br /> Management Study for the Utilities Division- <br /> A. Purpose <br /> 1 Review the effectiveness of the organizational structure for current <br /> and projected workload and service needs <br /> 2 Review and document the current and projected duties for the <br /> Division's management and supervisory positions. <br /> 3 Review & validate Division management's priority list for <br /> capital improvements to the water system for the next five years. <br /> 4 Review existing work control as it relates to productivity. <br /> 5. Review existing financial management tools. <br /> 6. Review general operating policies. <br /> 7 Analyze the total resource requirements for the Division. <br /> 8 Make recommendations for reaching the greatest possible level <br /> of efficiency at optimum costs. <br /> B. Resource Study <br /> 1. Analyze past, current and projected activities of the Division. <br /> 2. Analyze current size and productivity of personnel with re- <br /> commendations as to possible improvements in productivity. <br /> 3. Analyze the Division's Water and Sewer Master Plans as they <br /> relate to projected workload <br /> 4. Sort out projected workload requirements into categories <br /> 5. Analyze and evaluate the economics of using City construction <br /> crews versus contract crews, or a combination thereof <br /> C. Interim Review with City <br /> 1. Consultant to review findings and recommendations with <br /> a. City Manager <br /> b. Public Works Director <br /> c. City Council <br />
