CITY MANAGER (Continued) <br />of land for residential uses; processing of any new <br />residentially related applications by the Planning Com- <br />mission and the Environmental Review Committee, for a <br />period of 120 days. Mr. Mitchell explained the scope <br />and the focus of the resolution. <br />Mr. Knudsen read the resolution in full and stressed <br />that this revised resolution was not considered a mora- <br />torium. With the addition of the word "new" in two <br />places in the resolution, Councilman'Knudsen moved for <br />approval and Councilman Miller seconded. <br />Resolution In the discussion ensuing, the audience input followed <br />No. 3412 closely the discussions of Nobember 1, 4 and 15. Speak - <br />Revised ing were Mr. James Coffin, Mr. Ken Kienow, Mr. Jim <br />Foster, Mr. Vanderwall, Mr. Justin Nippold, Mr. William <br />Emrick, Mr. John Foy, who commended the dedicated <br />efforts of Mr. Schindler and Mr. Mitchell, Mr. Harrison, <br />Mr. Norman Langley, Mr. Robert Treacy and Mr. William <br />Engvick. Councilman Elliott stated that he supported <br />the study recommended in the resolution, but did not <br />approve the temporary hold of application processing, <br />so would be unable to vote in favor of Resolution No. <br />3412. Mrs. Grace joined Mr. Elliott's point of view <br />for "reasons stated in the past". Dr. Miller called for <br />the question, and Resolution No. 3412 was approved by <br />the following roll call vote: <br />AYES: Councilmembers Miller, Knudsen, Mayor DeMirjyn <br />NOES: Councilmembers Grace and Elliott <br />ABSENT: None <br />On motion of Councilman Knudsen, seconded by Council - <br />Sale <br />to petty woman Grace, authorization was given for the purchase by <br />CALTRANS of one acre of City owned land in Mentone for <br />CALTRANS $6,400.00, a professionally appraised fee, with authori- <br />zation for the Mayor and City Clerk to sign the necessary <br />documents. Councilman Knudsen added that the City should <br />regflire that the CALTRA-NS trade a piece of much needed <br />property in exchange for this. <br />Joint On motion of Councilman Knudsen, seconded by Councilman <br />Powers Elliott, authorization was given for City participation <br />Agreement in the Joint Powers Agreement with the County of San Ber- <br />Arrowhead nardino for the Arrowhead Justice Association as recom- <br />Justice Assn. mended by Chief Brickley. This authorization was given <br />unanimously by the City Council. <br />Waiver of On motion of Councilman Miller, seconded by Councilman <br />Business Knudsen, unanimous approval was given to waiver of a <br />License business license for the 4--H Club to sell Christmas trees. <br />Page two - <br />November 29, 1977 <br />
