I. Detailed Work Program <br />Working with the City staff, Consultants will prepare a detailed work <br />program allocating resources, setting a specific sequence and schedule <br />for each task, assigning personnel, and establishing review points with <br />City staff. The Work Program will be based on a review of available <br />data and consideration of the appropriate level of detail for each task. <br />Product: Detailed Work Program <br />Timing: End of third week. <br />Z. Issues <br />Consultants will prepare and Issues Paper identifying all planning and <br />development issues to be addressed by the Study and containing suf- <br />ficient background material to place each issue in perspective. The <br />paper will be submitted to the City Council, City Planning Commission, <br />and Citizens' Committee, and will be revised to include issues that <br />may have been omitted or to delete issues that are considered to have <br />low priority for this study. <br />Product: Working Paper: Redlands Growth Management Issues <br />Timing: End of Month 1.. <br />3. Citizen Participation <br />Consultants will provide assistance as requested in organizing a Citizens' <br />Committee to initiate proposals and to provide a broad -based response <br />to proposals offered. <br />Services will be as determined by the detailed work program, subject <br />to the request of the Citizens' Committee, and may include: <br />
