annexation vs. extension of services to development in unincor- <br />porated territory. <br />The City's policies and procedures intended to prevent "leap -frog" <br />development, particularly those relating to agricultural preserves <br />and cancellation of Williamson Act contracts will be reviewed. <br />4.7 Redlands' Character and Urban Growth <br />This will involve definition of Redlands' self image (through inter- <br />views and other means of public participation), identification <br />of the components of that self image, and identification of ways <br />in which current and future growth might affect that self image. <br />The result will be a summary of features which are thought to <br />contribute to the basic character of Redlands, and to the quality <br />of life of its residents. <br />4.8 Synthesis of Baseline Studies <br />The component studies will be brought together and their interactive <br />impacts analyzed by data unit. For example, perceived development <br />potential and absence of environmental constraints in a particular <br />data unit will impact citriculture, potential City service costs, <br />and possibly the City's image. <br />As part of the Baseline Study synthesis the consultant will <br />submit a set of interim guidelines for growth management in the <br />context of expiration of the limitation of rezoning. <br />Product: Report: Impacts of Growth on Redlands <br />Timing: End of Month 3. <br />-6- <br />
