State of California - Office of Traffic Safety GRANT NUMBER <br />GRANT AGREEMENT <br />Schedule A PT20111 <br />1. PROBLEM STATEMENT <br />In 2017 the Redlands Police Department investigated 615 injury traffic collisions having an increase of 20.8% over the <br />year 2016 at 509. Sixty-two of those injury collisions were alcohol related giving an increase of 55% over the 40 in <br />2016. There was a 300% decrease in alcohol related fatalities in 2016. <br />We had 0 Hit and Run fatalities in 2017 which is the same as the year prior. The data revealed an decrease (24.1 %) of <br />Hit and Run injury victims of 36 in 2016 to 29 in 2017. Data shows we had 1 pedestrian killed in 2016 and 2 <br />pedestrians killed in 2017, an increase of 100%. <br />Pedestrian injuries increased from 20 in 2016 to 29 in 2017, a 45% increase. Bicyclist injuries were 15 in 2016 and 21 <br />in 2017 with a 40% increase. <br />The city of Redlands down town and west end commercial districts have and are currently expanding with new <br />businesses, restaurants and alcohol serving establishments. The Citrus Grove shopping center business district has <br />expanded (Mountain Grove Shopping Center) and is currently expanding with the movie theater and other eating <br />establishments that serve alcohol. This is increasing pedestrian traffic and roadway users in and out of the city. <br />Roadways in these areas are continuing to be improved to relieve congestion and accommodate the high volume of <br />travel by roadway users throughout the day and night. Highways such as Interstate 10, 210 freeway and state highway <br />38 travel through Redlands providing connectors to a multitude of other cities. The assistance of a STEP grant will <br />allow officers to be deployed for additional traffic safety measures and enforcement. Additional training provided <br />through the STEP grant will also assist officers with investigations and arrests for driving under the influence suspects. <br />2. PERFORMANCE MEASURES <br />A. Goals: <br />1. Reduce the number of persons killed in traffic collisions. <br />2. Reduce the number of persons injured in traffic collisions. <br />3. Reduce the number of pedestrians killed in traffic collisions. <br />4. Reduce the number of pedestrians injured in traffic collisions. <br />5. Reduce the number of bicyclists killed in traffic collisions. <br />6. Reduce the number of bicyclists injured in traffic collisions. <br />7. Reduce the number of persons killed in alcohol -involved collisions. <br />8. Reduce the number of persons injured in alcohol -involved collisions. <br />9. Reduce the number of persons killed in drug -involved collisions. <br />10. Reduce the number of persons injured in drug -involved collisions. <br />11. Reduce the number of persons killed in alcohol/drug combo -involved collisions. <br />12. Reduce the number of persons injured in alcohol/drug combo -involved collisions. <br />13. Reduce the number of motorcyclists killed in traffic collisions. <br />14. Reduce the number of motorcyclists injured in traffic collisions. <br />15. Reduce hit & run fatal collisions. <br />16. Reduce hit & run injury collisions. <br />17. Reduce nighttime (2100 - 0259 hours) fatal collisions. <br />18. Reduce nighttime (2100 - 0259 hours) injury collisions. <br />19. Custom Descrintion <br />B. Objectives: Target Number <br />1. Issue a press release announcing the kick-off of the grant by November 15. The kick-off 1 <br />press releases and media advisories, alerts, and materials must be emailed to the OTS <br />Public Information Officer at pio@ots.ca.gov, and copied to your OTS Coordinator, for <br />approval 14 days prior to the issuance date of the release. <br />2. Participate and report data (as required) in the following campaigns, National Walk to 10 <br />School Day, National Teen Driver Safety Week, NHTSA Winter Mobilization, National <br />Distracted Driving Awareness Month, National Motorcycle Safety Month, National <br />Bicycle Safety Month, National Click it or Ticket Mobilization, NHTSA Summer <br />
