State of California - Off -ice of Traffic Safety <br />GRANT NUMBER <br />GRANT AGREEMENT <br />Schedule A PT19096 <br />1. PROBLEM STATEMENT <br />In 2016 the Redlands Police Department investigated 509 injury traffic collisions having a slight increase of 3.8% over <br />the year 2015 at 490. Forty of those injury collisions were alcohol related giving an decrease of 6.9% over the 43 in <br />2015. There was a 300% increase in alcohol related fatalities from 2015. Two of those fatalities occurred during night- <br />time hours. Our largest increase from 2015 is motorcycle injuries from 1 in 2015, to 23 in 2016. We also experienced a <br />200% increase in alcohol related motorcycle collisions. As such, our department is requesting to triple our request for <br />motorcycle enforcement operations in an effort to decrease these numbers. <br />We did not have any Hit and Run fatalities but data revealed a slight increase of Hit and Run injury victims of 35 in <br />2015, to 36 in 2016. Data shows that we had one pedestrian killed in 2016 which is no change from previous year. <br />Last year we had one pedestrian killed with no pedestrians killed in 2014. Pedestrian injuries increased from 29 in 2014 <br />to 138 in 2015. Bicyclist injuries slightly increased from 20 in 2014 to 22 in 2105. <br />The city of Redlands downtown and west end commercial districts are currently expanding ,with new businesses, <br />restaurants and alcohol serving establishments. The Citrus Grove shopping center business district is again expanding <br />this year with new shopping opportunities, a movie theater and restaurants to include surrounding establishments that <br />serve alcohol. This is increasing pedestrian traffic and roadway users in and out of the city, <br />Roadways in this these areas are continuing to be improved to relieve congestion and accommodate the high volume of <br />travel by roadway users throughout the day and night. Highways such as <br />Interstate 10, 210 freeway and state highway 38 travel through Redlands providing connectors to a multitude of other <br />cities. The STEP grant will be used to deploy officers for additional traffic safety measures and enforcement. <br />2. PERFORMANCE MEASURES <br />A. Goals: <br />I. Reduce the number of persons killed in traffic collisions. <br />2. Reduce the number of persons injured in traffic collisions. <br />3. Reduce the number of pedestrians killed in traffic collisions. <br />4. Reduce the number of pedestrians injured in traffic collisions. <br />5. Reduce the number of bicyclists killed in traffic collisions. <br />6. Reduce the nurnber of bicyclists injured in traffic collisions. <br />7. Reduce the number of persons killed in alcohol -involved collisions. <br />8. Reduce the number of persons injured in alcohol -involved collisions. <br />9. Reduce the number of persons killed in drug -involved collisions. <br />10. Reduce the number of persons injured in drug -involved collisions. <br />11. Reduce the number of persons killed in alcohol/drug combo -involved collisions. <br />12. Reduce the number of persons injured in alcohol/drug combo -involved collisions. <br />13. Reduce the number of motorcyclists killed in traffic collisions. <br />14. Reduce the number of motorcyclists injured in traffic collisions. <br />15. Reduce hit & run fatal collisions. <br />16. Reduce hit & run injury collisions. <br />17. Reduce nighttime (2100 - 0259 hours) fatal collisions. <br />18. Reduce nighttime (2100 - 0259 hours) iniury collisions. <br />B. Objectives: Target Number <br />1. Issue a press release announcing the kick-off of the grant by November 15. The kick-off 1 <br />press releases and media advisories, alerts, and materials must be emailed to the OTS <br />Public Information Officer at pio@ots.ca.gov, and copied to your OTS Coordinator, for <br />approval 14 days prior to the issuance date of the release. <br />2. Participate and report data (as required) in the following campaigns, National Walk to 10 <br />School Day, NHTSA Winter & Summer Mobilization, National Bicycle Safety Month, <br />National Click it or Ticket Mobilization, National Teen Driver Safety Week, National <br />8/15/2018 11:01:27 AM Page 3 of 14 <br />
