RESOLUTION NO 8246 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DESIGNATING THE CITY MANAGER AS AUTHORIZED REPRESENTATIVE FOR EXECUTION AND FILING OF DOCUMENTS RELATING TO THE WATER AND WASTEWATER ARREARAGE PAYMENT PROGRAM FROM THE STATE WATER RESOURCES CONTROL BOARD WHEREAS, the COVID-19 pandemic has made it difficult for many Californians to pay their bills due to job loss and other hardships, and WHEREAS, the City of Redlands' water utility has been financially impacted by revenue loss as a result of unpaid customer account balances, and WHEREAS, the State Water Resources Control Board is preparing to administer the Water and Wastewater Arrearage Payment Program to provide direct funding to water utilities, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows Section 1 The City Manager, or his/her designee, is authonzed to sign and file applications and associated documents related to the Water and Wastewater Arrearage Payment Program from the State Water Resources Control Board Section 2 The City Council hereby authorizes the City Manager, or his/her designee, to certify that the City will comply with all applicable state and federal statutory and regulatory requirements related to any financing or financial assistance received from the Water and Wastewater Arrearage Payment Program from the State Water Resources Control Board Section 3 The City Manager, or his/her designee, is hereby authonzed to execute a financial assistance and/or funding agreement related to the Water and Wastewater Arrearage Payment Program from the State Water Resources Control Board and any amendments or change orders thereto, and certify fmancial disbursements on behalf of the City of Redlands ADOPTED, SIGNED AND APPROVED thi • ay • September, 2021 Paul T Banch, Mayor ATTEST. e Donaldson, City Clerk 1 I \Resolutions\Res 8200 8299\8246 Delegating Authority to Water and Wastewater Arrearage Payment Prog. _ docx
