RESOLUTION NO 8250 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING A MITIGATED NEGATIVE DECLARATION AND MITIGATION MONITORING/REPORTING PROGRAM FOR THE BERGAMOT SPECIFIC PLAN (SPECIFIC PLAN NO 64) PROJECT LOCATED ON THE EAST SIDE OF INTERSTATE 210 AND THE NORTH SIDE OF DOMESTIC AVENUE (APNs 0167-031-02-0000, 0167-031-03-0000, 0167-031-04-0000, 0167-031-05- 0000, 0167-031-06-0000, 0167-031-07-0000, AND 0167-031-16-0000) WHEREAS, MLC Holdings, LLC ("Applicant") has filed applications for Amendment No 46 to the East Valley Corridor Specific Plan (Specific Plan 40), Specific Plan No 64, Tentative Tract Map No 20336, and Commission Review and Approval No 992 for a 317 lot single-family residential development on properties located generally on the east side of Interstate 210 and the north side of Domestic Avenue, and approximately 625 feet west of Texas Street, consisting of county of San Bernardino Assessor Parcel Nos. 0167-031-02-0000, 0167-031-03-0000, 0167-031- 04-0000, 0167-031-05-0000, 0167-031-06-0000, 0167-031-07-0000, and 0167-031-16-0000 (collectively, the "Project"), and WHEREAS, an Initial Study and mitigated negative declaration ("MND") were prepared for the Project and circulated for public review for a period of thirty days beginning on May 27, 2021, and ending on June 25, 2021, and WHEREAS, on August 10, 2021, the Planning Commission held a meeting at which interested persons had an opportunity to testify in support of, or in opposition to, the Project, and recommended to the City Council that the MND be adopted, and WHEREAS, the City Council held a meeting on September 21, 2021, at which interested persons had the opportunity to provide verbal and written testimony on the Project and proposed MND, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS Section 1. CEQA Compliance. The City Council has reviewed and considered the information contained in the Initial Study and MND, related technical studies and analyses, public comments received, the responses to comments, and supporting documentation, and determines that the MND and related documents contain a complete and accurate reporting of the environmental impacts and mitigation measures associated with the Project. Section 2. Independent Judgment of Lead Agency. The City Council has exercised independent judgment and analysis in accordance with Public Resources Code Section 21082 1(c)(3) in that the City Council analyzed the MND and accompanying technical studies/reports, and finds that the MND reflects the independent judgment and analysis of the City 1 I:\Resohrtions\Res 8200-8299\8250 MLC Holdings Mitigated Negative Declaration.docx
