RESOLUTION NO, 2703 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS URGING <br />THE INCLUSION IN THE NATIONAL SYSTEM OF INTERSTATE AND DEFENSE <br />HIGHWAYS OF STATE ROUTE 30 (FOOTHILL FREEWAY) FROM INTERSTATE <br />ROUTE 210 TO PROPOSED STATE ROUTE 31, AND PROPOSED STATE ROUTE 31 <br />(DEVORE FREEWAY) FROM STATE ROUTE 30 TO INTERSTATE ROUTE 15, AND <br />THE CONSTRUCTION OF STATE ROUTE 106 (TENNESSEE STREET FREEWAY) <br />TO INTERSTATE 10. <br />WHEREAS, the Congress of the United States has approved the <br />addition of 1500 ,+iles to the National System of Interstate and <br />Defense Highways, and <br />WHEREAS, State Route 3,* (Foothill Freeway) from Interstate <br />Route 210 to proposed State Route 31, and proposed State Route 31 <br />(Devore Freeway) frm State Route 30 to Interstate Route 15, a <br />distance of approximately 29 miles, is a logical addition to the <br />National System of Interstate and Defe se Highways, as these routes <br />will provide a ;yore natural routing for traffic between points east <br />and the Los Angeles metropolitan area; and <br />WHEREAS, the area served by the Foothill Freeway and the <br />Devore Freeway is on the brink of unprecedented growth with anti- <br />cipated traffic volumes reflecting the expected growth, and <br />WHEREAS, the otrist using existing Interstate Routes will <br />travel approximately 19 miles farther than the motorist using the <br />Foothill and Dev,.:re Freeways; and <br />WHEREAS, the 19 vile trip differential represents a substantial <br />saving in b• th time and user costs for each trip, which, when cal- <br />culated as an annual savings justifies early construction of this <br />routing, and <br />WHEREAS, construction of the northerly 2.2 iYiles of the Devore <br />Freeway is underway and scheduled for completion early in 1969; and <br />WHEREAS, construction of Interstate Route 210, in the vicinity <br />of its junction with Route 30, is scheduled for the 1968-69 Fiscal <br />Year, and <br />WHEREAS, construction of Routes 30 and 31, and No ®Interstate <br />routes, is several years in the future, and <br />WHEREAS, the construction of State Route 106 providing an all- <br />weather road. from Interstate 10 to the Foothill Freeway is a desirable <br />and necessary addition to the freeway system; and <br />
