RESOLUTION NO, 2703 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS URGING THE INCLUSION IN THE NATIONAL SYSTEM OF INTERSTATE AND DEFENSE HIGHWAYS OF STATE ROUTE 30 (FOOTHILL FREEWAY) FROM INTERSTATE ROUTE 210 TO PROPOSED STATE ROUTE 31, AND PROPOSED STATE ROUTE 31 (DEVORE FREEWAY) FROM STATE ROUTE 30 TO INTERSTATE ROUTE 15, AND THE CONSTRUCTION OF STATE ROUTE 106 (TENNESSEE STREET FREEWAY) TO INTERSTATE 10. WHEREAS, the Congress of the United States has approved the addition of 1500 ,+iles to the National System of Interstate and Defense Highways, and WHEREAS, State Route 3,* (Foothill Freeway) from Interstate Route 210 to proposed State Route 31, and proposed State Route 31 (Devore Freeway) frm State Route 30 to Interstate Route 15, a distance of approximately 29 miles, is a logical addition to the National System of Interstate and Defe se Highways, as these routes will provide a ;yore natural routing for traffic between points east and the Los Angeles metropolitan area; and WHEREAS, the area served by the Foothill Freeway and the Devore Freeway is on the brink of unprecedented growth with anti- cipated traffic volumes reflecting the expected growth, and WHEREAS, the otrist using existing Interstate Routes will travel approximately 19 miles farther than the motorist using the Foothill and Dev,.:re Freeways; and WHEREAS, the 19 vile trip differential represents a substantial saving in b• th time and user costs for each trip, which, when cal- culated as an annual savings justifies early construction of this routing, and WHEREAS, construction of the northerly 2.2 iYiles of the Devore Freeway is underway and scheduled for completion early in 1969; and WHEREAS, construction of Interstate Route 210, in the vicinity of its junction with Route 30, is scheduled for the 1968-69 Fiscal Year, and WHEREAS, construction of Routes 30 and 31, and No ®Interstate routes, is several years in the future, and WHEREAS, the construction of State Route 106 providing an all- weather road. from Interstate 10 to the Foothill Freeway is a desirable and necessary addition to the freeway system; and
