RESOLUTION NO 8275 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SIGN AND <br />SUBMIT A FINANCIAL ASSISTANCE AGREEMENT APPLICATION AND <br />RELATED DOCUMENTS, ON BEHALF OF THE CITY OF REDLANDS, TO <br />THE STATE WATER RESOURCES CONTROL BOARD FOR THE <br />PLANNING, DESIGN, AND CONSTRUCTION OF THE CITY OF REDLANDS <br />WASTEWATER TREATMENT PLANT UPGRADES PROJECT <br />WHEREAS, the City of Redlands (the "City") has the authority to construct, operate and <br />maintain the City's Wastewater Treatment Plant ("WWTP"), and <br />WHEREAS, the City is engineering upgrades to the wastewater treatment process <br />components, including improvements necessary to meet current and projected wastewater <br />treatment demands, and improve system reliability and redundancy, allowing the City to forgo <br />additional improvements for approximately thirty (30) years, and <br />WHEREAS, these improvements are estimated to cost approximately forty five million <br />dollars ($45,000,000), which requires the City to apply for a financial assistance from the State <br />Water Resources Control Board, and <br />WHEREAS, the State Water Resources Control Board financial assistance program <br />requires the City to adopt a resolution authorizing the City Manager or his designee to sign and <br />submit the financial assistance agreement application and related documents, including any <br />amendments or changes thereto, <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDLANDS AS FOLLOWS <br />Section 1. That the City Manager of the City of Redlands, or his designee, is hereby <br />authorized to sign and file a financial assistance agreement from the State Water Resources Control <br />Board and any amendments or changes thereto for the planning, design, and construction of the <br />WWTP upgrades project. <br />Section 2. That the City Manager, or his designee, is designated to provide the <br />assurance, certifications, and commitments required for the financial assistance application. <br />Section 3. That the City Manager, or his designee, is designated to represent the City <br />in carrying out the City's responsibilities under the financing agreement, including certifying <br />disbursement requests on behalf of the City and compliance with applicable state and federal laws. <br />1 <br />I:\Resolutions\Res 8200-8299\8275 Delegating Authority to Financial Assistance Agreement.docx <br />
