RESOLUTION NO 8275 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SIGN AND SUBMIT A FINANCIAL ASSISTANCE AGREEMENT APPLICATION AND RELATED DOCUMENTS, ON BEHALF OF THE CITY OF REDLANDS, TO THE STATE WATER RESOURCES CONTROL BOARD FOR THE PLANNING, DESIGN, AND CONSTRUCTION OF THE CITY OF REDLANDS WASTEWATER TREATMENT PLANT UPGRADES PROJECT WHEREAS, the City of Redlands (the "City") has the authority to construct, operate and maintain the City's Wastewater Treatment Plant ("WWTP"), and WHEREAS, the City is engineering upgrades to the wastewater treatment process components, including improvements necessary to meet current and projected wastewater treatment demands, and improve system reliability and redundancy, allowing the City to forgo additional improvements for approximately thirty (30) years, and WHEREAS, these improvements are estimated to cost approximately forty five million dollars ($45,000,000), which requires the City to apply for a financial assistance from the State Water Resources Control Board, and WHEREAS, the State Water Resources Control Board financial assistance program requires the City to adopt a resolution authorizing the City Manager or his designee to sign and submit the financial assistance agreement application and related documents, including any amendments or changes thereto, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS Section 1. That the City Manager of the City of Redlands, or his designee, is hereby authorized to sign and file a financial assistance agreement from the State Water Resources Control Board and any amendments or changes thereto for the planning, design, and construction of the WWTP upgrades project. Section 2. That the City Manager, or his designee, is designated to provide the assurance, certifications, and commitments required for the financial assistance application. Section 3. That the City Manager, or his designee, is designated to represent the City in carrying out the City's responsibilities under the financing agreement, including certifying disbursement requests on behalf of the City and compliance with applicable state and federal laws. 1 I:\Resolutions\Res 8200-8299\8275 Delegating Authority to Financial Assistance Agreement.docx
