RESOLUTION NO 8018 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />APPROVING A SOCIO-ECONOMIC COST/BENEFIT STUDY, A NOTICE <br />OF EXEMPTION IN ACCORDANCE WITH SECTIONS 15332 AND 15305 <br />OF THE STATE CEQA GUIDELINES, MINOR COMMISSION APPROVAL <br />NO 46, AND COMMISSION REVIEW AND APPROVAL NO 893, FOR THE <br />BROOKSIDE COURTS APARTMENTS PROJECT LOCATED AT 317 <br />BROOKSIDE AVENUE <br />WHEREAS, Dynamic Redlands 3, LLC, has submitted applications for Commission <br />Review and Approval No 893 Minor Commission Approval No 46 for the construction a three- <br />story, eight unit, apartment building located at 317 Brookside Avenue to allow a reduction of <br />four (4) feet to the required twenty (20) foot yard setback (the "Project"), and <br />WHEREAS, on April 23, 2019, the City of Redlands Planning Commission held a <br />noticed pubhc hearing at which mterested persons had an opportunity to testify in support of, or <br />in opposition to the Project, and <br />WHEREAS, on April 23, 2019, the Planning Commission adopted Resolutions and <br />recommended approval to the City Council for the Project, and <br />WHEREAS on August 23, 2019, notice of the City Council's public hearing for the <br />Project was published in the Redlands Daily Facts by the City Clerk, and <br />WHEREAS, on September 3, 2017, the City Council held a public hearing for the Project <br />and considered the staff written and oral reports, the recommendation of the Planning <br />Commission, the testimony and written evidence submitted by and on behalf of the applicant, <br />and testimony by members of the public, <br />NOW, THEREFORE, be it resolved by the City Council of the City of Redlands as <br />follows <br />Section 1 The proposed Project is exempt from envirorunental review under the <br />California Environmental Quality Act pursuant to Sections 15305 and 15332 of the State CEQA <br />Guidelines <br />Section 2 Socio-Economic Cost/Benefit Study The Socio-Economic Cost/Benefit <br />Study prepared by City staff found that the Project would not create any significant unixutigable <br />physical blight or overburden public services in the coininunity <br />Section 3 The City Council hereby approves Commission Review and Approval No <br />893 based upon the following fmdmgs, and subject to the Conditions of Approval attached <br />hereto as Exhibits "A" and "B " <br />1 <br />1 1Resolutions\Res 8000 8099/8018 Approving Brookside Apartment Projects.doc <br />
