RESOLUTION NO 8322 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />APPROVING AMENDMENT NO 47 TO SPECIFIC PLAN NO 40 TO AMEND <br />DIVISION 4 (COMMUNITY DESIGN), CHAPTER 1 (CIRCULATION), SECTION <br />EV4 0110(B) (ROAD STANDARDS), SECTION EV4 0155(A) (SPECIAL <br />LANDSCAPED STREETS), AND SECTION EV4 0125(2) (SETBACKS AND <br />INTERSECTIONS) TO AMEND THE REQUIRED ROAD RIGHT-OF-WAY <br />REQUIREMENTS FOR THE PROPERTY LOCATED AT 1605 CALVARY <br />CIRCLE. <br />WHEREAS, Guadalupe Cobanov ("Applicant") has filed applications for Amendment No <br />47 to Specific Plan No 40, Conditional Use Permit No 1107, Variance No 799, Historic Parking <br />Modification No 31, and Historic Resource Designation No 135 for an adaptive reuse project to <br />establish a medical office use in a residential building, and construct a 1,238 square foot two-story <br />addition, with associated improvements (collectively, the "Project") located at 1605 Calvary Circle <br />(the "Property") (San Bernardino Assessor's Parcel No 0293-133-13-0000), and <br />WHEREAS, Specific Plan No 40 Amendment No 47 is a proposal to amend the East <br />Valley Corridor Specific Plan, Division 4 ("Community Design"), Chapter 1 ("Circulation"), <br />Section EV4 0110(b) ("Road Standards"), Section EV4 0115(a) ("Special Landscaped Streets"), <br />and Section EV4 0125(2) ("Setbacks at Intersections") to amend the required road right-of-way <br />requirements of a 300 linear foot segment of Alabama Street on the north side of Barton Road <br />(from a width of 120 feet to 110 feet), allow for a 50 foot half -width on the western side and a 60 <br />foot half -width on the eastern side of Alabama Street, and exclude the segment of Alabama Street <br />from the special landscape street and intersection design requirements, and <br />WHEREAS, on February 22, 2022, the Planning Commission held a duly noticed public <br />meeting and considered the staff report, oral report, the testimony, and the written evidence <br />submitted by and on behalf of the Applicant; and, <br />WHEREAS, the Project is exempt from review under the California Environmental <br />Quality Act ("CEQA") in accordance with Sections 15061(b)(3) and Section 15301 (Existing <br />Facilities) for additions to existing facilities, Section 15331 (Historical Resource <br />Restoration/Rehabilitation) for rehabilitation projects to historic resources, and Section 15305 <br />(Minor Alterations in Land Use Limitations) exempts variances and historic parking modifications <br />of the State's CEQA Guidelines, and <br />WHEREAS, on February 22, 2022, the Planning Commission recommended to the City <br />Council that Amendment No 47 to Specific Plan No 40 approved, and <br />WHEREAS on April 8, 2022, notice of the City Council's public hearing for the <br />Amendment was published in the Redlands Daily Facts by the City Clerk; and <br />1 <br />L.\ca\Reso\8322 Cobanov Specific Plan No. 40 Amendment No. 47.docx.jn <br />
