One of these <br />events included two groups with opposing political views. There were several hundred people <br />in each group with large numbers that insisted on antagonizing one another. During the <br />incident, a large number of members from one of the groups blocked traffic at a major <br />intersection. In order to protect the safety of those who are lawfully engaged in the exercise of <br />their constitutional rights the Redlands Police Department will use $14,042 to purchase eighty <br />Sonco 6' x 7.5" steel crowd control barriers, a 20' PJ Utility trailer and five Black Line ratchet <br />strap tie downs. <br />The barriers will be used to as part of the department's crowd management planning to control <br />pedestrian traffic at large scale events by acting as a physical barrier and designating entrances, <br />exits and "no access" areas. The barriers will also be used to keep antagonistic groups separate <br />by creating open areas between them staffed with police officers to maintain the peace. <br />In other locations throughout the country, law enforcement and federal buildings have come <br />under attack. In Minneapolis, Minnesota, the Minneapolis Police Third Precinct was destroyed <br />by arson. In Seattle, Washington the East Precinct building was abandoned by police, overrun <br />by protestors and sustained extensive damage. In Portland, Oregon the Mark 0. Hatfield U.S. <br />Courthouse has been the site of ongoing demonstrations in which the building and federal <br />officers defending it were attacked. The steel barriers will be used to protect Redlands Police <br />installations. <br />The barriers will be stored at the City of Redlands Corporate Yard. The 20' PJ Utility trailer will <br />be needed to transport them from their storage place to the location they will be needed at. <br />The Black Line ratchet strap tie downs will be used to secure the barriers to the utility trailer <br />during transport. <br />
