MINUTES <br />Special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center, <br />35 Cajon Street, on August 23, 2022 at 5:00 P.M. <br />Present: Paul Barich, Mayor <br />Eddie Tejeda, Mayor Pro Tempore <br />Denise Davis, Council Member <br />Jenna Guzman -Lowery, Council Member <br />Mick Gallagher, Council Member <br />Staff: Charles M. Duggan, Jr., City Manager; Yvette M. Abich Garcia, City Attorney; Jeanne <br />Donaldson, City Clerk; Janice McConnell, Assistant City Manager; Chris Boatman, <br />Assistant City Manager; Carl Baker, Public Information Officer; Danielle Garcia, <br />Management Services/Finance Director <br />Mayor Barich called the meeting to order and explained that comments could be presented <br />in -person, via Zoom, via cell phone or landline. He offered the public an opportunity to <br />address them on any subject within the jurisdiction of the City Council which was not already <br />scheduled on the agenda. <br />PUBLIC COMMENT <br />None forthcoming <br />CONSENT CALENDAR <br />Resolution No. 8384 Remote Teleconference Meetings <br />Council Member Davis opened the discussion concerning Resolution No. 8384, authorizing <br />remote teleconference meetings by the City Council and all Boards, Commissions, and <br />Committees. She pointed out the pandemic was still very active in the community and <br />providing options to participate remotely was extremely valuable not only to Council <br />Members but to the public, as well. She reminded everyone that this supported the goals of <br />equity and inclusion, recently incorporated in the Strategic Plan. Mayor Barich admitted he <br />was not a fan of zoom meetings and instead, preferred meetings be held in -person, with <br />members of the public taking the time to address the Council face-to-face. He added the City <br />had encountered technological issues earlier in the month and was required to hold the same <br />meeting twice. Council Member Guzman -Lowery suggested the various ways in which to <br />attend a meeting through zoom provided for more public engagement and inclusivity. The <br />Council raised the matter of considering making remote teleconference meetings permanent. <br />Council Member Gallagher encouraged the City to continue the practice of reevaluating <br />every 30 days and to verify the positions of the State and County. City Attorney Abich <br />Garcia recommended the Council adopt this resolution tonight to follow AB 361, but <br />suggested staff prepare a resolution to consider declaring remote teleconference meetings as <br />a meeting rule. <br />Special CC_August 23, 2022 <br />Page 1 <br />
