RESOLUTION NO. 8400 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />ADOPTING THE TRANSIT VILLAGES SPECIFIC PLAN (SPECIFIC PLAN <br />NO. 65) AND RESCINDING THE DOWNTOWN SPECIFIC PLAN (SPECIFIC <br />PLAN NO. 45) FOR AREAS AROUND THREE REDLANDS TRAIN <br />STATIONS TOTALING APPROXIMATELY 947 ACRES <br />WHEREAS, on December 5, 2017, the City Council adopted the 2035 General Plan <br />(General Plan Update) and related Climate Action Plan, affirmed its intent to adopt and <br />implement the Transit Villages Concept and strategy contained therein, and requested the City's <br />Development Services Department hire consultants to prepare a Transit Villages Specific Plan <br />and prepare an Environmental Impact Report related to the same; and <br />WHEREAS, the City of Redlands has initiated General Plan Amendment No. 146 to <br />make minor changes and edits to certain General Plan policies, exhibits, and maps to ensure <br />consistency for the proposed Transit Villages Specific Plan project; and <br />WHEREAS, the City of Redlands has initiated Specific Plan No. 65 to implement the <br />proposed Transit Villages Specific Plan project; and <br />WHEREAS, the City of Redlands has initiated Zone Change No. 475 to amend the City's <br />official Zone Map to accommodate the proposed Transit Villages Specific Plan; and <br />WHEREAS, an extensive public outreach effort was conducted to obtain resident input <br />for the preparation of the Draft Transit Villages Specific Plan including nine public community <br />workshops held beginning in September 2018 through May 2019, workshops by the Redlands <br />Planning Commission, a project website www.redlandstransitvillages.org made available, <br />information booths provided by Planning Division staff on thirteen dates of the Downtown <br />Market Night between August 2018 through June 2019, a joint public workshop of the Planning <br />Commission and City Council held on January 26, 2020; and <br />WHEREAS, the final draft Transit Villages Specific Plan was published on May 19, <br />2020, at www.redlandstransitvillages.org to make available to the general public, other agencies, <br />and other interested persons for public review and comment; and <br />WHEREAS, the proposed Transit Villages Specific Plan meets legal adequacy <br />requirements pursuant to California Government Code Sections 65450 through 65457; and <br />WHEREAS, a Draft Environmental Impact Report (DEIR) on the Transit Villages <br />Specific Plan was published on July 20, 2022, and circulated for a 45-day public review and <br />comment period beginning on July 21, 2022, and ending on September 6, 2022; and <br />WHEREAS, a Final Environmental Impact Report (Final FIR) was published on <br />September 21, 2022, with responses to comments; and <br />1 <br />I;\Rcso1mmns\Res 8400-8499\8400_amended _adopting TVSP and rescind SP45.doex <br />
