TASK 1- CONDUCT FACILITY CONDITION ASSESSMENT <br />Phase 1 <br />1.1 Gather and Review Existing Information and Meet with the O&M Staff <br />The Parsons team will review existing records regarding the facilities, including available record <br />drawings, reports, O&M manuals, geotechnical reports, permits, 2 years of monthly reports to <br />the Regional Board, and operational data. A day -long site visit and meeting/workshop with the <br />City's O&M staff will be arranged to discuss and gather staffs knowledge of the conditions and <br />current operations of facilities and any undocumented modifications or additions. <br />1.2 Perform Comprehensive Facility Condition Assessment <br />Parsons performed a visual condition assessment of the existing facilities as listed below, <br />compared actual conditions to available record documents, marked up record documents to <br />reflect actual conditions, and provided an opinion on the facility's physical condition, operational <br />safety, reliability, and permit and code compliance to operate the WWTP at its design capacity of <br />9.5 mgd. We determined equipment age or year installed, estimated useful life, general rating of <br />condition, and notation of significant deterioration/wear. The assessment included the subtasks <br />described in the following subsections. In cases where multiple similar process units exist (e.g., <br />primary clarifiers, secondary clarifiers) and one or more of the units is drained by the City at the <br />time of inspection, the drained unit(s)and inner condition of the other units based on the <br />assessment were inspected. <br />Facilities included in the condition assessment: <br />1. Headworks <br />2. Primary clarifiers <br />3. Primary sludge pump station <br />4. Peak storage ponds and pump station <br />5. Aeration basins and blower building <br />6. Effluent pump station <br />7. MBR system <br />S. Recycled water pump station <br />9. Chlorine Contact System <br />10. RAS and WAS pump stations <br />11. Dissolved air flotation thickeners (DAFT) <br />12. Primary and secondary digesters <br />13. Dewatering facility <br />14. Solar photovoltaic array <br />15.
