LAURIN, DIRECTOR <br />DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT <br />SUBJECT: 2000-2003 COMMUNITY DEVELOPMENT BLOCK GRANT CITY -COUNTY DELEGATE <br />AGENCY AGREEMENTS <br />RECOMMENDATION: Approve Community Development Block Grant (CDBG) City -County Delegate <br />Agency Agreements for fiscal years 2000-01 through 2002-03, between the County and each of the <br />following fourteen (14) Cooperating Cities: <br />CITY AGREEMENT NO. CITY AGREEMENT NO. <br />Adelanto 00-435 Loma Linda 00-442 <br />Barstow 00-436 Montclair 00-443 <br />Big Bear Lake 00-437 Needles 00-444 <br />Chino Hills 00-438 Redlands 00-445 <br />Colton 00-439 Twentynine Palms 00-446 <br />Grand Terrace 00-440 Yucaipa 00-447 <br />Highland 00-441 Yucca Valley 00-448 <br />BACKGROUND INFORMATION: On June 29, 1999, the County executed a Cooperation Agreement with <br />each of the above fourteen cities for joint participation in the County's CDBG Program for fiscal years <br />2000-0lthrough 2002-03. This qualified the County, under federal statutes and regulations, as an "Urban <br />County" eligible to receive annual CDBG entitlement funds from the federal government over the next <br />three years. In order to set forth detailed arrangements for the implementation of the City projects funded <br />under the CDBG program, and to satisfy CDBG Regulation 24 CFR570.503, Agreements with <br />Subrecipients, it is also necessary to enter into a Delegate Agency agreement with these Cooperating <br />Cities. Under this agreement, the cities are established as Delegate Agencies of the County, to carry out <br />CDBG activities within their jurisdictions under the direction of the County Department of Economic and <br />Community Development. The Delegate Agency Agreements and their attachments form implementation <br />manuals which specify procedures, sequences, responsibilities, and forms to be used to carry out CDBG <br />activities according to local, state, and federal requirements. <br />REVIEW BY OTHERS: These agreements were approved by the City Councils of the fourteen <br />Cooperating Cities, by Deputy County Counsel Michelle Blakemore on June 9, 2000 and the Department <br />of Economic and Community Development's Contract Compliance designee (David Larsen) on June 9, <br />2000. <br />FINANCIAL DATA: This action has no effect on the County General Fund. <br />PRESENTER: Thomas R.
