ORDINANCE NO. 2946 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 10.24 OF THE REDLANDS MUNICIPAL CODE CONFIRMING PRIMA FACIA SPEED LIMITS FOR SPECIFIED CITY STREETS WHEREAS, an Engineering and Traffic Survey, as defined by California Vehicle Code section 627, is a survey of highway and traffic conditions conducted in accordance with methods defined in the California Manual of Uniform Traffic Control Devices; and WHEREAS, California Vehicle Code section 40802 requires an Engineering and Traffic Survey be prepared for each City street segment, every seven to fourteen years, for the use of radar or other electronic devices to enforce speed limits; and WHEREAS, on June 7, 2022, the City Council of the City of Redlands adopted Resolution No. 8348 approving the 2021 Engineering and Traffic Survey report prepared by RK Engineering Group for various streets within the City to update speed limits. THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS: Section 1. follows: Section 10.24.030 of the Redlands Municipal Code is hereby amended as "10.24.030: PRIMA FACIE SPEED LIMITS: It is determined upon the basis of an engineering and traffic survey that the orderly movement of vehicular traffic would be facilitated in a reasonable and safe manner by establishing enforceable speed limits under the conditions found to exist upon the following streets. It is declared that the prima facie speed limits shall be as herein set forth on these streets or parts of streets herein designated when signs are erected giving notice thereof. This section does not apply to any twenty five (25) mile per hour prima facie limit which is applicable when passing a school building or the grounds thereof or when passing a senior center or other facility primarily used by senior citizens.
