In order to strengthen the public planning process, encourage private <br />participation in comprehensive planning and reduce the economic costs of development, the <br />Legislature of the State of California enacted Sections 65864 et sea, of the California Government <br />Code (the "Development Agreement Legislation") which authorizes the City and any person or <br />other legal entity having a legal or equitable interest in real property to enter into a development <br />agreement establishing certain development rights in the real property which is the subject of the <br />agreement. Pursuant to the Development Agreement Legislation, the City Council of the City (the <br />"City Council") has adopted regulations establishing procedures and requirements for the <br />consideration of development agreements, which are contained in Chapter 18.220 of the Redlands <br />Municipal Code (the "Development Agreement Regulations"). <br />LADOM2701925 1 <br />
