RESOLUTION NO. 8495 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />ADOPTING THE MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT PLAN <br />FOR FISCAL YEAR 2023/2024 THROUGH 2027/2028 <br />WHEREAS, San Bernardino County voters initially approved passage of Measure I in <br />1989, and approved renewal of Measure I in November 2004, authorizing the San Bernardino <br />County Transportation Authority ("Authority") to impose a one-half of one percent retail <br />transactions and use tax applicable in the incorporated and unincorporated territory of the county <br />of San Bernardino until year 2040; and <br />WHEREAS, revenue from the tax can only be used for transportation improvement and <br />traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 04-1 <br />of the Authority; and <br />WHEREAS, the Strategic Plan requires each local jurisdiction applying for revenue from <br />the Local Street Program of the Authority to annually adopt and update a Five -Year Capital <br />Improvement Plan; and <br />WHEREAS, California Public Utilities Code 190300 and San Bernardino Transportation <br />Authority Ordinance No. 04-1 require each local jurisdiction to maintain General Fund expenditures <br />for transportation -related construction and maintenance activities at the required maintenance of <br />effort base year level in each fiscal year of the adopted Five -Year Capital Improvement Plan, which <br />for the City of Redlands is eight hundred forty-five thousand eight hundred sixty-six dollars <br />($845,866); <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as <br />follows: <br />Section 1. This City Council determines that approval of this Resolution is exempt from <br />review under California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines <br />section 15061(b)(3) as it can be seen with certainty by this City Council that the approval of this <br />Resolution establishing a Five -Year Capital Improvement Plan will have no physical effect on the <br />environment. <br />Section 2.
