SECTION 3. Chapter 4 (Development Code) of the Transit Villages Specific Plan <br />(Specific Plan No. 65), Section 4.9 entitled "Sign Standards," subsection (F)(4) entitled <br />"Canopy Sign," is hereby amended to read as follows: <br />"a. Definition. A pedestrian -oriented sign that is mounted on top of a horizontal <br />awning parallel to the sidewalk. <br />b. Design Standards. <br />i. Maximum of one (1) sign per storefront. <br />ii. Canopy signs only permitted on ground floor canopies and expressly <br />prohibited on upper story canopies. <br />iii. Encroachment permit required if canopy encroaches into right-of-way. <br />iv. Internal illumination is permitted for signs on buildings not designated <br />as a historic resource. <br />v. For designated historic buildings, if a canopy sign is illuminated, <br />external illumination is required and shall be mounted to maintain visual <br />integrity of the sign. <br />vi. Cabinet signs or replaceable face signs are prohibited." <br />SECTION 4. Chapter 4 (Development Code) of the Transit Villages Specific Plan <br />(Specific Plan No. 65), Section 4.9, entitled "Signage Standards," is recommended to add new <br />subsection No. 6 and read as follows: <br />"6. Sign Illumination and Brightness. <br />a. Internally illuminated signs shall be limited to the following maximum brightness: <br />i. Neon signs: Shall not exceed thirty (30) milliamps. <br />ii. Halo or back -lighting shall not count toward the total sign area. <br />b. Externally illuminated signs shall be limited to the following standards and <br />maximum brightness: <br />i. Reflective -type bulbs and exposed incandescent lamps/bulbs shall <br />not exceed fifteen (15) watts, or the equivalent brightness for LED <br />and other types of lighting. <br />ii.
