c. Illumination, if provided, shall be constant in intensity and color. Lighting shall <br />not blink, flash, spin, or exhibit changing luminance. Lighting shall not exhibit <br />changing colors, hue, shade, or tint. <br />d. Lighting shall be designed and maintained to avoid negative impacts on <br />surrounding properties and public rights -of -way. <br />e. Lighting adjacent to residential uses shall not exceed one-half (0.5) foot-candle as <br />measured at the residential property line. <br />f. Each illuminated sign shall be subject to a thirty (30) day review period, during <br />which time the Development Services Director may determine that a reduction in <br />illumination is necessary due to negative impacts on surrounding property or the <br />community. Notwithstanding the above standards, the Development Services <br />Director may order the dimming of any sign illumination determined to be <br />excessively bright." <br />SECTION 5. Chapter 4 (Development Code) of the Transit Villages Specific Plan <br />(Specific Plan No. 65), Section 4.2, subsection (B) entitled "Zones Established," is hereby <br />amended to read as follows: <br />"7. Special District 1 (SD1) <br />The Special District 1 zone applies to school and other institutional sites. New <br />buildings accommodate educational, religious, and other civic uses. Parking is <br />located in surface parking lots or garages. Development standards are negotiated <br />between the institutional entity and the City. Signs located on SD1 properties shall <br />be subject to the provisions of Redlands Municipal Code Chapter 15.36 (Sign Code) <br />that are applicable to properties within the C-3, General Commercial District of <br />RMC Title 18." <br />SECTION 6. Chapter 4 (Development Code) of the Transit Villages Specific Plan <br />(Specific Plan No. 65), Section 4.8, entitled "Emergency Shelter Standards," is hereby amended <br />to read as follows: <br />"4.8. Emergency Shelter Standards <br />A. Purpose. This Section provides a definition and development standards for <br />Emergency Shelters within the Transit Villages Specific Plan area and are designed to <br />make such buildings and uses compatible with surrounding buildings and uses. <br />B. Definition. Emergency Shelter shall be defined as: "Housing with minimal <br />supportive services for homeless persons that is limited to occupancy of six months or <br />less by a homeless person.
