WHEREAS, on January 23, 2024, the Planning Commission held a public hearing and <br />considered the staff report, oral report, the testimony and the written evidence submitted by staff; <br />and <br />WHEREAS, on January 23, 2024, the Planning Commission held a public hearing and <br />considered the application materials, the testimony, and the written evidence submitted by the <br />applicant and by members of the public; and <br />WHEREAS, following the public hearing on January 23, 2024, the Planning Commission <br />determined that the proposed change to the City's Zone Map for the subject properties would be in <br />conformity with the proposed General Plan land use designation (upon approval of the proposed <br />General Plan Amendment) for the subject properties; and <br />WHEREAS, on January 23, 2024, the Planning Commission recommended to the City <br />Council that the proposed Zone Change be approved; and <br />WHEREAS, the proposed project is subject to the California. Environmental Quality Act <br />(CEQA) and a Mitigated Negative Declaration was prepared and adopted for the proposed project <br />pursuant to CEQA Guidelines Section 15074; and <br />WHEREAS, on or about February 23, 2024, notice of the City Council's public hearing for <br />the proposed project was published in the Redlands Daily Facts by the City Clerk; and <br />WHEREAS, on March 5, 2024, the City Council held a public hearing and considered the <br />staff written and oral reports, the recommendation of the Planning Commission, the testimony <br />and written evidence submitted by and on behalf of the applicant, and testimony by members of <br />the public; and <br />WHEREAS, following the public hearing on March 5, 2024, the City Council determined <br />that approval of the proposal is in the best interests of the public health, safety, and general welfare. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />REDLANDS AS FOLLOWS: <br />Section 1. General Plan Consistency. The City Council of the City of Redlands finds that <br />Zone Change No. 469 will be consistent with the 2035 General Plan (as amended). Zone Change No. <br />469 is consistent with the City's 2021-2029 Housing Element that plans for the development of a <br />total of 3,516 new dwelling units (the City's allocation of the Regional Housing Needs Assessment) <br />including very low- and low-income households. The proposed project will develop a total of 541 <br />dwelling units, including 28 very low-income affordable housing units within the project, on two <br />parcels that are currently identified in the 2021-2029 Housing Element as future housing sites. The <br />proposed project is consistent with numerous General Plan policies and actions, and the project will <br />not otherwise result in any inconsistencies within the 2035 General Plan. <br />Section 2. Approval. The Zone Change of 24.4 gross acres from Special Development <br />(EV/SD) District of the East Valley Corridor Specific Plan to 18.89 gross acres of High Density <br />Residential (R-3) District and 5.51 gross acres to Single Family Residential (R-1) District located on <br />2 <br />I.•\Ordinances\Nos 2900-2999 in Word\2960 N-4_Zone_Change 469 (2nd Reading).doc-ms2 <br />
