ORDINANCE NO. 2963 <br />AN ORDINANCE OF THE CITY OF REDLANDS AMENDING TITLE 15.36 <br />(SIGN CODE) OF THE REDLANDS MUNICIPAL CODE, SECTION 15.36.420 <br />(FREEWAY ORIENTED SIGNS), TO MODIFY FIGURE 16. <br />WHEREAS, Ordinance No. 2963 would amend Section 15.36.420 (Freeway Oriented <br />Signs) of Chapter 15.36 (Sign Code) of the Redlands Municipal Code to modify Figure 16 <br />depicting the allowable locations for freeway oriented signs; and <br />WHEREAS, in accordance with Government Code section 65090, on or about April 25, <br />2024, the City Clerk gave notice by publication in a newspaper of general circulation of the holding <br />of a public hearing at which Ordinance No. 2963 would be considered by City Council; and <br />WHEREAS, on May 7, 2024, the City Council held a noticed public hearing at which <br />interested persons had an opportunity to testify in support of, or opposition to, Ordinance No. <br />2963; and <br />WHEREAS, Ordinance No. 2963 is exempt from environmental review in accordance with <br />Section 15061(b)(3) of the California Environmental Quality Act Guidelines; and <br />WHEREAS, after closing the public hearing and deliberating upon the matter, the City <br />Council finds that the proposed ordinance and amendment to the Redlands Municipal Code are in <br />the best interests of the public health, safety, and general welfare. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES <br />ORDAIN AS FOLLOWS: <br />SECTION 1. California Environmental Quality Act. The proposed amendment to the <br />Redlands Municipal Code does not require environmental review in accordance with the California <br />Environmental Quality Act (CEQA). Pursuant to CEQA Guidelines Section 15061(b)(3), this <br />amendment is exempt from environmental review because there is no possibility that the municipal <br />code amendment may have a significant effect on the environment. <br />SECTION 2. Municipal Code Amendment. Redlands Municipal Code Section 15.36.420, <br />entitled "Freeway Oriented Signs" is hereby amended to read as follows: <br />"15.36.420: FREEWAY ORIENTED SIGNS: <br />Motorist serving businesses and regional shopping centers and new automobile dealerships <br />which are within the areas identified in figure 16 of this section herein may install freeway <br />oriented signs, subject to the regulations and standards of this code. The following regulations <br />and standards shall apply to freeway oriented signs: <br />A. Only regional shopping centers, new automobile dealerships in accordance with subsection <br />15.36.390D of this chapter, and businesses which are "motorist serving" as defined in this <br />chapter may install freeway oriented signs.
