ORDINANCE NO. 2963 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING TITLE 15.36 (SIGN CODE) OF THE REDLANDS MUNICIPAL CODE, SECTION 15.36.420 (FREEWAY ORIENTED SIGNS), TO MODIFY FIGURE 16. WHEREAS, Ordinance No. 2963 would amend Section 15.36.420 (Freeway Oriented Signs) of Chapter 15.36 (Sign Code) of the Redlands Municipal Code to modify Figure 16 depicting the allowable locations for freeway oriented signs; and WHEREAS, in accordance with Government Code section 65090, on or about April 25, 2024, the City Clerk gave notice by publication in a newspaper of general circulation of the holding of a public hearing at which Ordinance No. 2963 would be considered by City Council; and WHEREAS, on May 7, 2024, the City Council held a noticed public hearing at which interested persons had an opportunity to testify in support of, or opposition to, Ordinance No. 2963; and WHEREAS, Ordinance No. 2963 is exempt from environmental review in accordance with Section 15061(b)(3) of the California Environmental Quality Act Guidelines; and WHEREAS, after closing the public hearing and deliberating upon the matter, the City Council finds that the proposed ordinance and amendment to the Redlands Municipal Code are in the best interests of the public health, safety, and general welfare. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS: SECTION 1. California Environmental Quality Act. The proposed amendment to the Redlands Municipal Code does not require environmental review in accordance with the California Environmental Quality Act (CEQA). Pursuant to CEQA Guidelines Section 15061(b)(3), this amendment is exempt from environmental review because there is no possibility that the municipal code amendment may have a significant effect on the environment. SECTION 2. Municipal Code Amendment. Redlands Municipal Code Section 15.36.420, entitled "Freeway Oriented Signs" is hereby amended to read as follows: "15.36.420: FREEWAY ORIENTED SIGNS: Motorist serving businesses and regional shopping centers and new automobile dealerships which are within the areas identified in figure 16 of this section herein may install freeway oriented signs, subject to the regulations and standards of this code. The following regulations and standards shall apply to freeway oriented signs: A. Only regional shopping centers, new automobile dealerships in accordance with subsection 15.36.390D of this chapter, and businesses which are "motorist serving" as defined in this chapter may install freeway oriented signs.
