RESOLUTION NO. 8568 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE <br />PERTAINING TO CANDIDATES STATEMENTS SUBMITTED TO THE <br />VOTERS AT AN ELECTION <br />WHEREAS, Section 13307 of the Elections Code of the State of California provides that, <br />before the nominating period opens, the local agency for that election shall determine whether a <br />charge shall be levied for the candidate's statement sent to each voter. A written statement of the <br />regulations with respect to charges for handling, packaging, and mailing shall be provided to each <br />candidate or his or her representative at the time he or she picks up the nomination papers; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDLANDS AS FOLLOWS: <br />Section 1. General Provisions. Pursuant to Section 13307 of the Elections Code of the <br />State of California each candidate for elective office to be voted for at the general municipal <br />election to be held in the City of Redlands may prepare a candidate statement on an appropriate <br />form provided by the City Clerk. The statement may include the name, age, and occupation of the <br />candidate and a brief description of no more than 200 words of the candidate's education and <br />qualifications expressed by the candidate himself or herself. The statement shall not include party <br />affiliation of the candidate, nor membership or activity in partisan political organizations. The <br />statement shall be filed in the Office of the City Clerk at the time the candidate's nomination papers <br />are filed. Except as provided in Section 13309 of the California Elections Code, the statement <br />may be withdrawn, but not changed, during the period for filing nomination papers and until <br />5:00 P.M. of the next working day after the close of the nomination period. <br />Section 2. Foreign Language Policy. <br />A. Pursuant to the Voting Rights Act, the City is required to translate candidate's <br />statements into the following language: Spanish. <br />B. Pursuant to State law, the candidate's statement must be translated and printed in any <br />language at the candidate's request. <br />C. The City Clerk shall have all candidate statements translated into the language <br />specified in paragraph (a) above and print any translations of candidates who so request printing <br />in the voters' pamphlet. <br />Section 3. Payment. The candidate shall be required to pay for the cost of printing his <br />or her candidate statement in English in the voters' pamphlet and shall also be required to pay for <br />the cost of translating and printing the statement into any required foreign language as specified in <br />(a) and (b) above pursuant to State and/or Federal law. The City Clerk shall estimate the total cost <br />of printing, handling, translating, and mailing the candidate statements filed pursuant to this <br />section, including costs incurred as a result of complying with the Voting Rights Act of 1965, as <br />1 <br />I:\Resolutions\Res 8500-8599\8568 Regulations for Candidate Statements (2024).docx-ms <br />
