ORDINANCE NO. 2933 <br />AN ORDINANCE OF THE CITY OF REDLANDS APPROVING A <br />DEVELOPMENT AGREEMENT BETWEEN THE CITY OF REDLANDS AND <br />VILLAGE PARTNERS VENTURES, LLC (VPV STATE STREET VILLAGE, <br />LLC), REGARDING THE STATE STREET VILLAGE PROJECT <br />(ASSESSOR'S PARCEL NUMBERS 0171-053-01-0000, 0171-053-02-0000, <br />0171-053-03-0000, 0171-053-04-0000, 0171-053-05-0000, 0171-053-06-0000, <br />0171-251-06-0000, 0171-251-07-0000, 0171-251-08-0000, 0171-251-09-0000, <br />0171-251 - 10-0000) PURSUANT TO CALIFORNIA GOVERNMENT CODE <br />SECTION 65864 ET SEQ. <br />WHEREAS, the City of Redlands ("City") has found that development agreements will <br />strengthen the public planning process, encourage private participation in comprehensive planning <br />by providing a greater degree of certainty in that process, reduce the economic costs of <br />development, allow for the orderly planning of public improvements and services, allocate costs <br />to achieve maximum utilization of public and private resources in the development process, and <br />ensure that appropriate measures to enhance and protect the environment are achieved; and <br />WHEREAS, pursuant to California Government Code Sections 65864 et seq., the City of <br />Redlands is authorized to enter into development agreements providing for the development of <br />land under terms and conditions set forth therein; and <br />WHEREAS, Chapter 18.220 of the Redlands Municipal Code sets forth the procedures for <br />the approval of development agreements described in California Government Code Sections 65864 <br />et seq.; and <br />WHEREAS, Village Partners Ventures, LLC aka VPV State Street Village, LLC, 4340 <br />Von Kaman Avenue, Suite 110, Newport Beach, CA 92660 (the "Applicant" and "Developer"), <br />has filed development applications and requested approval of Development Agreement No. 25 <br />related to General Plan Amendment No. 142, Conditional Use Permit Nos. 1155 and 1156, <br />Commission Review & Approval Nos. 933 and 934, and Vesting Tentative Tract Map No. 20425 <br />(the "Project"); and <br />WHEREAS, Applicant is the owner of the real property generally located on the south <br />side of West Redlands Boulevard, west side of Orange Street, north side of West Citrus Avenue, <br />and east side of Eureka Street (Assessor Parcel Numbers 0171-053-01-0000, 0171-053-02-0000, <br />0171-053-03-0000, 0171-053-04-0000, and 0171-053-05-0000, 0171-053-06-0000) and on the <br />south side of West Citrus Avenue between Eureka Street and South Fourth Street (Assessor Parcel <br />Numbers 0171-251-06-0000, 0171-251-07-0000, 0171-251-08-0000, 0171-251-09-0000, and <br />0171-251-10-0000) (the "Property"); and <br />WHEREAS, on May 10, 2022, the City Council unanimously adopted Resolution Nos. <br />8339 and 8340 approving the mixed use development Project for the phased development of: <br />1 <br />I:\Ordinanccs\Nos 2900-2999 in Word12933 State Street Development Agreement.docx <br />
