and <br />RESOLUTION NO. 8627 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDLANDS AUTHORIZING ADJUSTMENTS TO RATES FOR SOLID <br />WASTE UTILITY SERVICE <br />WHEREAS, the City provides solid waste utility service as a municipally run operation; <br />WHEREAS, the City has not adjusted solid waste utility service rates since October 2021; <br />and <br />WHEREAS, the City engaged R3 Consulting Group, Inc., to review and analyze the City's <br />solid waste revenue and expense projections and recommend adjustments to solid waste utility <br />service rates to maintain sustainable funding for solid waste services; and <br />WHEREAS, R3 Consulting Group, Inc. found that, without recommended adjustments to <br />solid waste utility service rates, the City's Solid Waste Service Fund will be depleted by the end <br />of fiscal year (FY) 2025-26; and <br />WHEREAS, R3 Consulting Group, Inc. found that recommended adjustments to solid <br />waste utility service rates recover sufficient revenue within the parameters set by relevant law, <br />including article XIIID, section 6 of the California Constitution; and <br />WHEREAS, the City Council intends to hold a protest hearing on the solid waste utility <br />rates in accord with article XIIID, section 6(a) of the California Constitution; and <br />WHEREAS, on July 2, 2024, the City Council passed Resolution No. 8609 setting a Public <br />Hearing for the solid waste utility rates in accord with article XIIID, section 6(a) of the California <br />Constitution on September 3, 2024; and <br />WHEREAS, the City's local procedures to conduct such a hearing are set forth in <br />Resolution No. 7128; and <br />WHEREAS, on July 15, 2024, the City timely mailed notes of the public hearing to solid <br />waste utility service rate payers that detailed proposed rate adjustments in accordance with article <br />XIIID, section 6(a) of the California Constitution; and <br />WHEREAS, on September 3, 2024, the City held a public hearing on the proposed <br />adjustments to rates for solid waste utility services, and there was no majority protest. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as <br />follows: <br />Section 1.
