DOC #2025-0014129 Page 3 of 44 <br />1.7 "City Monitoring Fee" means the fee paid every year after the <br />Effective Date in the amount of Seventy -Five Dollars ($75.00) per completed Inclusionary <br />Unit, to be paid to City by Owner to defray the costs incurred by City for monitoring <br />compliance with the affordability covenants set forth in this Agreement. The Seventy - <br />Five Dollar ($75.00) base amount (effective on the Effective Date) shall be increased or <br />decreased (as applicable) annually by the percentage increase or decrease (as <br />applicable) (between September of the year preceding and September of the current <br />year) in the Consumer Price Index published by the United States Department of Labor, <br />Bureau of Labor Statistics, for All Urban Consumers, Los Angeles -Long Beach -Anaheim <br />Average, All Items (1982-84 = 100). A "completed Inclusionary Unit" shall mean an <br />Inclusionary Unit that has received a certificate of occupancy by City. <br />1.8 "Density Bonus Agreement" means the Density Bonus Agreement <br />(Tennessee Village) executed and recorded concurrently with this Agreement. <br />1.9 "Effective Date" means the date of City approval of this Agreement. <br />1.10 "Eligible Tenant(s)" means a Household who complies with all <br />income verification requirements of this Agreement and, for Inclusionary Units designated <br />for rental to and occupancy by Very Low Income Households, a Household that qualifies <br />as a Very Low Income Household as defined. <br />1.11 "Gross Income" means all income from whatever source from all <br />adult Household members, which is anticipated to be received during the 12-month period <br />following the date of the determination of Gross Income. The applicable sources of <br />income are defined in California Code of Regulations Title 25 Housing and Community <br />Development Section 6914. The definition includes the following specific requirements: <br />1. Except as provided in subdivision 2 below, all payments from <br />all sources received by the head of Household (even if <br />temporarily absent) and each additional member of the <br />Household who is not a minor shall be included in the annual <br />income of a Household. Gross Income shall include, but not <br />be limited to: <br />a. The gross amount, before any payroll deductions, of <br />wages and salaries, overtime pay, commissions, fees, <br />tips and bonuses; <br />b.
