MINUTES <br />  <br />Regular meetings of the City Council and the Redlands Financing Authority of the City of Redlands held in the Council <br />Chambers, Civic Center, 35 Cajon Street, on January 21, 2025 at 5:00 P.M. <br />Present: Mario Saucedo, Mayor    <br />Marc Shaw, Mayor Pro Tempore    <br />Paul Barich, Council Member    <br />Eddie Tejeda, Council Member    <br />Denise Davis, Council Member    <br />Staff:Charles M. Duggan, Jr., City Manager; Yvette M. Abich Garcia, City Attorney; Jeanne Donaldson, City <br />Clerk; Phillip Doolittle, City Treasurer; Janice McConnell, Assistant City Manager; Chris Boatman, <br />Assistant City Manager; Carl Baker, Public Information Officer; Danielle Garcia, Management <br />Services/Finance Director; Brian Foote, City Planner/Planning Manager; John Harris, Municipal Utilities <br />and Engineering Director; Rich Sessler, Fire Chief; Rachel Tolber, Police Chief; Tabitha Crocker, <br />Facilities and Community Services Director; Robert Meteau, HR/Risk Management Director  <br />         <br />Mayor Saucedo called the meeting to order. City Attorney Garcia announced that, due to an illness, Council Member <br />Tejeda was unable to attend the meeting in person but would be participating tonight via teleconference under AB <br />2449 "Just Cause". This was the first of two allowable Just Cause exceptions for him under AB 2449. Mayor Saucedo <br />explained that comments could be presented in-person, via Zoom, via cell phone or landline, and he offered the <br />public an opportunity to provide comment on any item on the agenda for the closed session. <br />  <br />PUBLIC COMMENT <br />  <br /> Orange Grove Sale  - Susan Brooks, a resident of Palm Avenue, adjacent to the England Grove property, requested <br />the City preserve the current easements, including water, sewer and electrical easements. She asked for open lines of <br />communication, in order to keep all the neighborhood properly informed about the timing of the grove replanting <br />efforts. <br />  <br />CLOSED SESSION <br />  <br />Conference with real property negotiators - Government Code §54956.8 <br />(Assistant City Manager Boatman) <br />   <br />Property:APNs: 0173-231-23-0000 and 0173-231-26-0000 (England Grove) <br />Agency <br />Negotiators: <br />Charles M. Duggan, City Manager; Christopher Boatman, Assistant City Manager <br />Negotiating <br />Party: <br />Johanna Crooker, ACIP Director of Forward Planning - Entitlements, Southern <br />California; Meritage Homes of California, Inc. <br />Under <br />Negotiation: <br />Terms of payment and price of possible land purchase by City. <br />  <br />Conference with legal counsel: Existing Litigation - Government Code §54956.9(d)(1)(City Attorney Garcia) <br />Two Cases:  <br />Miller & Associates, LLC v. City of Redlands, San Bernardino Superior Court, Case No. CIVSB2203755a. <br />City Attorney Garcia stated that C-2.a, Court Case No. CIVSB2203755 - Miller & Associates, LLC was removed <br />from Closed Session <br />    <br />CC_RFA_January 21, 2025 <br />Page 1
