3. The terms of the members shall be staggered such that the terms of not more than three members shall expire in any year. 4. Members whose initial appointments are less than one-half the full term of four (4) years will be allowed to serve their partial term and then two full terms. C. Vacancies. Vacancies on the commission shall be filled in accordance with the procedures and guidelines adopted by City Council resolution, and with the approval of the City Council for the unexpired portion of the term. Appointments made to fill an unexpired term will constitute a full term if more than two (2) years of a term remains. D. Compensation. The members of the commission shall serve without compensation, shall each be a resident of the City, and neither a member of any other standing commission, board or committee of the City nor an employee thereof. E. Removal. The City Council may remove any member of the commission at any time, without or without cause, by a majority vote. F. Quorum. Four (4) members of the commission shall constitute a quorum." Section 2. Redlands Municipal Code Section 2.36.030, entitled "Organization and Meetings:" is hereby amended to read as follows: "The commission shall annually elect from its number a Chairman, who shall serve for a term of one (1) year, and such other officers as the commission may deem advisable. Except as otherwise provided in this Code, or by the laws of this State, the commission shall provide for its own organization, shall adopt rules and regulations for the transaction of business before it, and shall designate the time and place for its regular monthly meeting or meetings. The commission may use the Council Chambers as the place for its meetings, provided that such meetings do not conflict or interfere with meetings of the City Council." Section 3. Redlands Municipal Code Section 2.36.050, entitled "Hearing; Application:" is hereby amended to read as follows: "Applications are filed with the Development Services Department on forms provided by the Department with the applicable filing fee(s) established by Council resolution.
