RECONVENE CITY COUNCIL MEETING <br /> <br />The meeting reconvened at 6:00 P.M. with an invocation by Council Member Davis followed by the <br />pledge of allegiance to the American flag. <br /> <br />CLOSED SESSION REPORT <br /> <br />City Attorney Garcia announced that no reportable action was taken during the closed session. <br /> <br />PUBLIC COMMENT <br /> <br /> Building Project - Amanda Frye voiced her concerns regarding a construction project near her Redlands <br />residence. She believed that the contractor was in violation of local building codes, and she urged the <br />City to ensure that the safety and well-being of the community are protected. <br /> <br />CONSENT CALENDAR <br /> <br />Minutes <br /> <br /> On motion of Council Member Eddie Tejeda, seconded by Council Member Denise Davis, the City <br />Council unanimously approved, by roll call vote, the regular meeting minutes of July 1, 2025. <br /> Vote: 5 - 0 Passed <br /> <br />Adopt Ordinance No. 2984 Amending City Purchasing Regulations <br /> <br /> On motion of Council Member Eddie Tejeda, seconded by Council Member Denise Davis, the City <br />Council unanimously adopted, by roll call vote, Ordinance No. 2984, amending Title 2, Chapter 2.16 of <br />the Redlands Municipal Code relating to City Purchasing and the Disposition of Surplus Personal Property. <br /> Vote: 5 - 0 Passed <br /> <br />Adopt Ordinance No. 2985 Amending Title 18 Zoning Regulations <br /> <br /> Development Services Director Desatnik reported that Ordinance No. 2985 amending Title 18 (Zoning <br />Regulations) was introduced at the July 1, 2025 City Council meeting and a full presentation was made <br />at that time. The Ordinance would make various text amendments to the Zoning Regulations for the <br />implementation of the 2021-2029 Housing Element's Work Program. As public comment, Andy Hoder <br />said he was confused by some of the terminology used in the ordinance, and he asked for a definition of <br />Low Barrier Navigation Centers. Director Desatnik explained that the term refers to centers that aim to <br />reduce barriers to accessing shelter and services for the homeless population. This approach prioritizes <br />getting individuals into housing as quickly as possible with supportive services and to help them secure <br />permanent housing. <br />Amanda Frye voiced concerns with the ordinance and said it was confusing and inconsistent throughout. <br />She claimed that if adopted, Ordinance No. 2985 would breach the CC&Rs of Hilltop Estates, and she <br />requested the item be tabled for further legal review. Director Desatnik clarified that this ordinance was <br />consistent with state law. City Attorney Garcia confirmed that the ordinance had undergone a full legal <br />review, and she pointed out that any concerns related to HOAs, ADUs and CC&Rs were a civil matter. <br /> <br />CC_July 15, 2025 <br />Page 2
