RESOLUTION NO. 8390 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS <br />APPROVING SPECIFIC PLAN AMENDMENT NO. 23 TO THE DOWNTOWN <br />SPECIFIC PLAN (SPECIFIC PLAN NO. 45) TO ALLOW STRUCTURES UP TO <br />FOUR STORIES IN HEIGHT AND NOT EXCEEDING 55 FEET HIGH. <br />WHEREAS, Vantage One Real Estate Investments ("Applicant") has submitted a legislative <br />application for Specific Plan Amendment No. 23 to the Downtown Specific Plan (Specific Plan No. <br />45) to amend Sections C(1)(1.3), C(2)(2.1), and C(3)(3.3) to permit structures up to four (4) stories <br />high and maintaining the current maximum allowable height not exceeding fifty-five (55) feet as <br />defined in the Redlands Municipal Code; and <br />WHEREAS, the Applicant has submitted a development application for Commission Review <br />& Approval No. 911 to construct 145 apartment units in a four-story building including subterranean <br />and surface level structured parking, courtyard, and common space amenities on approximately 1.49 <br />acres located at 200-206 West Redlands Boulevard (APNs: 0169-281-30-0000 and 0169-281-31- <br />0000); and <br />WHEREAS, the Applicant has submitted an application for Tentative Parcel Map No. 20175 <br />to consolidate two parcels into one parcel 1.48-acres in size for development purposes; and <br />WHEREAS, the above -referenced applications filed with the City of Redlands are referred to <br />hereinafter as the "Project" and "Project Entitlements;" and <br />WHEREAS, following the public hearing on August 30, 2022, the Planning Commission <br />determined that the proposal would be in conformity with the General Plan, and would be consistent <br />with goals of Specific Plan No. 45 to create a compact, pedestrian -oriented environment that is <br />consistent in character with the older Redlands Town Center while creating an opportunity to <br />contribute to the City's economic development by providing residential, employment, shopping, <br />service, and entertainment facilities; and, <br />WHEREAS, on August 30, 2022, the Planning Commission recommended to the City <br />Council that the proposed Specific Plan Amendment be approved; and <br />WHEREAS, in accordance with Government Code sections 65453 and 65090, on September <br />23, 2022, the City Clerk gave notice by publication in a newspaper of general circulation of the <br />holding of a public hearing at which the Amendment No. 23 to Specific Plan No. 45 would be <br />considered by City Council; and <br />WHEREAS, on October 4, 2022, the City Council held a noticed public hearing at which <br />interested persons had an opportunity to testify in support of, or opposition to, Amendment No. 23 to <br />Specific Plan No. 45. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDLANDS AS FOLLOWS: <br />BResolntions\Res 8300-8399\8390 Vantage One Specific Plan Amend. 23.doc <br />
