ORDINANCE NO. 2951 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 18.96 OF THE REDLANDS MUNICIPAL CODE, SECTION 18.96.070, RELATING TO THE LIST OF CONDITIONAL USES ALLOWED IN THE HIGHWAY COMMERCIAL (C-4) ZONING DISTRICT. WHEREAS, Ordinance No. 2951 (Ordinance Text Amendment No. 363) would amend Chapter 18.96 of Title 18 (the City's "Zoning Ordinance") of the Redlands Municipal Code to permit self -storage facilities as a conditional use subject to approval of a Conditional Use Permit if located within the C-4, Highway Commercial district and located on a project site a minimum of five acres in size; and WHEREAS, on October 5, 2022, the Planning Commission held a noticed public hearing at which interested persons had an opportunity to testify in support of, or opposition to, Ordinance Text Amendment No. 363 and at which the Planning Commission considered Ordinance Text Amendment No. 363; and WHEREAS, approval of Ordinance No. 2951 underwent environmental review in accordance with the State Guidelines implementing the California Environmental Quality Act, an Initial Study was circulated for public review and comment, there is no evidence of any potentially significant impacts, and a Mitigated Negative Declaration is the recommended environmental determination; and WHEREAS, following the public hearing on October 5, 2022, the Planning Commission determined that Ordinance Text Amendment No. 363 would be in conformity with the 2035 General Plan, and would be consistent with goals of the General Plan for retail/commercial land use districts; and, WHEREAS, on October 5, 2022, the Planning Commission recommended to the City Council that proposed Ordinance No. 2951 be approved; and WHEREAS, in accordance with Government Code section 65090, on or about October 21, 2022, the City Clerk gave notice by publication in a newspaper of general circulation of the holding of a public hearing at which Ordinance No. 2951 would be considered by City Council; and WHEREAS, on November 15, 2022, the City Council held a noticed public hearing at which interested persons had an opportunity to testify in support of, or opposition to, Ordinance No. 2951. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS: Section 1. Approval of Ordinance Text Amendment No. 363.
