Geological Survey. ) <br /> WHEREAS , the City Council is informed and finds that <br /> development has occurred in the City and continues to occur <br /> that has resulted in severe traffic conjestion during peak <br /> business hours, weekends and holidays thus , decreasing <br /> response time particularly on the following streets and <br /> highways : Citrus Avenue, Cajon Street , Grange Street , <br /> I,ugonia Avenue , Colton Avenue , Tennessee Street , San Timeteo <br /> Canyon Road, and I-10 Freeway; and <br /> WHEREAS , the City Council is i�xvrter] and finds that <br /> automatic fire protection systema are the single greatest <br /> means of reducing the severity of structural fires and that <br /> fire loss in unsprinklered buildings is four times greater <br /> than fire loss in spri.nklered buildings : and <br /> WHEREAS, the City Council is informed and finds that no <br /> single fire causing three or more fatalities has occurred in <br /> sprinklered residential structures ;including houses , apart- <br /> ment-s , mobile +comes , hotels , motels and dormitories and that <br /> these Fatalities were the result of explosions or other <br /> -3- <br />
