MARZULLO, Director <br /> Special Districts Department <br /> SUBJECT: AGREEMENT BETWEEN THE COUNTY, COUNTY SERVICE AREA 70, <br /> IMPROVEMENT ZONE EV-1 (CSA 74 EV-1) AND THE CITY OF REDLANDS, <br /> REGARDING THE PROVISIONOF SERVICES TO UNINCORPORATED AREA <br /> IN THE EAST VALLEY <br /> RECOMMENDATION: <br /> 1. Acting as the governing body of both the County and County Service Area 70, Improvement <br /> Zone EV-1 (CSA 70 IEV-1), APPROVE Agreement No. 02-12 with the City of Redlands <br /> specifying certain actions regarding the provision of water and sewer services, the transfer of <br /> sales tax and property taxes for unincorporated area of the East Valley surrounded by the <br /> City Redlands, commonly called the "Donut Hole" <br /> 2. FIND that Subsequent Environmental Impact Report (SEIR), SCH ##1999101123 (SEIR) and <br /> those EIRs incorporated by reference into that document, certified by the Board of <br /> Supervisors on October 23, 2001, adequately addressed the potential environmental impacts <br /> associated with implementing the Agreement; and, that none of the conditions described in <br /> Public Resources Code 21162 or Section 15162 of the California Environmental Quality Act <br /> (CEQA) Guidelines have occurred that would require major revisions to the SEIR, <br /> 3. DIRECT the Clerk of the Board to file a Notice of Determination. <br /> 1 ACKGROUND INFORMATION: On August 14, 2001 the Board of Supervisors approved an <br /> action in conceptual support of a future formal agreement between the County, CSA 70 EV-1 <br /> and the City of Redlands that would include seven basic points: <br /> 1. Provision of wholesale water and sewer capacity by the City of Redlands to CSA 70 EV-1; <br /> 2. Continuation of the land development process within the Donut Hole by the County„ <br /> 3. Future sphere of influence change and annexation of developed Donut Hole properties to <br /> the City; <br /> 4. Transfer of certain County sales tax revenue to the City; <br /> 5. Development projects within the area would annex within 5 years of receipt of all certificate <br /> of occupancy; <br /> 6. As specified, city to provide police and fire protection to the Donut Hale; <br /> 7.
