independent judgment and analysis, there is no substantial evidence that the proposed <br /> project may have a significant effect on the environment, the custodian of records is the <br /> City Planner and the Development Services Department, and a Mitigate Negative <br /> Declaration has been prepared in accordance with the State CEQA Guidelines, and <br /> WHEREAS, the City of Redlands General PIan Land Use Map has the subject <br /> property designated as Very Low Density Residential (0 to 2 7 dwelling units per gross <br /> acre) foi future single-family residential development, and the proposed Zone Change <br /> will be consistent with the Genei al Plan, and <br /> WHEREAS, following the public hearing on the Zone Change, at which this City <br /> Council provided opportunity for public testimony, the City Council determined that <br /> adoption of the Zone Change is in the best interests of the public health, safety and <br /> general welfare <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF REDLANDS AS FOLLOWS <br /> SECTION 1 CALIFORNIA ENVIRONMENTAL QUALITY ACT The Project <br /> Entitlements is subject to the California Envnonmental Quality Act (CEQA), the City has <br /> piepared an Initial Study and there is no substantial evidence that the proposed project <br /> may have a significant effect on the environment, and a Mitigated Negative Declaration <br /> has been piepared in accordance with the State CEQA Guidelines <br /> SECTION 2 PROPOSED ZONE CHANGE CONSISTENT WITH THE <br /> EXISTING GENERAL PLAN LAND USE DESIGNATION. The proposed Zone <br /> Change to Residential Estate (R-E) District will be consistent with the General Plan land <br /> use designation as Very Low Density Residential foi the subject property <br /> SECTION 3 ZONE CHANGE APPROVED The zoning designation foi <br /> approximately 6 03 acres of property, identified as 1485 East San Bernardino Avenue <br /> (Assessor's Paicel Number 0168-071-06-0000), on the City's Land Use Zoning Map as <br /> more particularly shown on the map attached hereto as Exhibit "A," is approved to be <br /> changed fiom Agricultural (A-1) to Residential Estate(R-E) District <br /> SECTION 4 EFFECTIVE DATE The Mayor shall sign this ordinance and the <br /> City Clerk shall certify to the adoption of this ordinance and shall cause it, of a summary <br /> of it, to be published once in the Redlands Daily Facts, a newspapei of general circulation <br /> within the City, and thereafter, this ordinance shall take effect in accordance with law <br /> 2 <br />
