PHILLIPPS, an individual doing business <br />under the firm name and style of MINER B. PHILLIPPS and ASSOCIATES, <br />hereinafter called "Contractor, rE <br />WITNESSETH: <br />That for and in consideration of the terms, covenants, and <br />agreements hereinafter set forth, the parties hereto mutually agree <br />as follows, to -wit: <br />I. OBLIGATIONS OF CONTRACTOR <br />1. Contractor agrees to make a survey of the administrative <br />and fiscal procedures of the City in order to provide a more complete and <br />modern accounting system applicable to the City; and to make a report <br />thereon, including such recommendations as are necessary to accomplish <br />this purpose. <br />2. Contractor shall install such recommended procedures <br />and shall supervise their operation for a sufficient period of time to insure <br />the satisfactory operation of such accounting system and to provide a <br />
