employees and their supervisors, by first-hand investigations <br />and observations of work performed, and by discussions with sup- <br />ervisors and employees to the extent necessary to obtain a full <br />understanding of the duties and responsibilities involved. <br />3. The CONSULTANTS agree to prepare a tentative classi- <br />fication plan, with drafts of class specifications and proposed <br />allocations of all positions to appropriate classes and to review <br />it with designated representatives of the CITY to assure that in- <br />formation has been complete and has been properly interpreted. <br />4. The CONSULTANTS agree to develop final recommendations <br />on classification, including complete class specifications, recom- <br />mended allocations of positions to classes, and recommended pro- <br />cedures and standards for the implementation and administration <br />of the plan. <br />5. Following the development of the classification plan, <br />the CONSULTANTS agree to make a detailed analysis of the salary <br />relationships between all classes for the purpose of determining <br />the extent to which all positions should be ranked or rated one <br />with the other insofar as their values based on duties and res- <br />ponsibilities are concerned, and to prepare appropriate recom- <br />mendations for the assignment of all classes to proper salary ranges. <br />5. The CONSULTANTS agree to prepare the results of the <br />classification survey and the salary relationships analysis in <br />two reports and transmit original copies to the CITY within a <br />period of approximately 75 days following the initiation of their <br />services.. <br />-2- <br />
