Dispatch/Records Management System Payment <br />On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City <br />Council unanimously authorized authorize the Finance Director to pay the annual maintenance invoice <br />for the Police Department's Computer Aided Dispatch/Records Management System to Spillman <br />Technologies, Inc in the amount of $90,517 44 <br />Vote 5 - 0 Passed <br />COMMUNICATIONS <br />League of California Cities Annual Conference Report <br />Council Member Davis attended the League of California Cities Annual Conference and Expo held <br />September 22-24, 2021 in Sacramento Session topics included, social media and the law, community <br />outreach and new ways to support informed decision -making, workforce housing solutions and best <br />practices for establishing a city council code of conduct She found the in -person event to be extremely <br />informative and engaging and as the voting delegate for the General Assembly, she recapped the <br />voting activities, adding that one resolution proved to be controversial <br />Council Member Vacancy <br />Assistant City Manager McConnell summarized the options available to the Council to fill a vacant <br />Council seat in District 5 as of January 3, 2022, due to the resignation announcement of Paul Foster <br />The City Council will have 60 days from the occurrence of the vacancy to either fill the vacancy by <br />appointment or call a special election to fill the vacancy An appointment must be made by March 4, <br />2022 and the appointee must be a Redlands resident, a registered voter and live in District 5 In <br />accordance with Government Code Subsection 36512(b)(2), any person appointed would hold office <br />until the next general municipal election, scheduled on November 8, 2022 A special election may be <br />held on a date not less than 114 days from the date of calling the election and the successful candidate <br />would serve out the remainder of the term expiring in December 2022 With this option, a special <br />election would be consolidated with the Statewide Primary Election scheduled for June 7, 2022, with <br />an estimated cost of $5,000 <br />City Attorney McHugh announced Council Member Foster was not allowed to vote on his <br />replacement if Council chose to appoint, but he was able to fully participate in discussions Council <br />Member Foster recommended the Council consider appointing a former Council Member, who lived <br />in District 5, to serve the remainder of his term, since they would already be familiar with the duties <br />He added that due to recent complications with his wife's health, his resignation date of January 3, <br />2022, could possibly be shifted Council Member discussion centered on a timeline, the current <br />redistricting process underway and the merits of an appointment process and conducting interviews <br />Mayor Banch stressed the importance of being transparent and including the public throughout the <br />whole process A decision was not required immediately and Council Members agreed to consider this <br />matter to November 2, 2021, allowing for additional time to consider the options <br />PUBLIC HEARINGS <br />CC_SA_October 5, 2021 <br />Page 4 <br />
