Vote 5 - 0 Passed <br />NEW BUSINESS <br />Downtown Redlands Event Flag Program <br />Facilities and Community Services Assistant Director Sullivan explained the University of Redlands <br />approached Council Member Foster and expressed interest in displaying event flags on City <br />streetlights within the downtown Staff communicated with various event organizers to develop a <br />program to recognize events unique to Redlands and with Council approval, staff will implement the <br />new flag program utilizing existing flag locations on E State Street, Citrus Avenue, and Orange Street <br />Council Member Foster commended staff for their efforts to take a good idea and make it into a great <br />program Mayor Pro Tem Tejeda requested the flag locations be extended to also include Orange Street <br />and Colton Avenue corridors <br />On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Jenna Guzman -Lowery, <br />the City Council unanimously approved a Downtown Redlands Event Flag Program, agreed to extend <br />the program location to include Orange Street and Colton Avenue corridors to celebrate events unique to <br />the City of Redlands, and determined that the event is categoncally exempt from environmental review <br />pursuant to Section 15061 (b)(3) of the State's guidelines implementing the California Environmental <br />Quality Act <br />Vote⢠5 - 0 Passed <br />Redlands Veterans Day Parade In -Kind Support <br />Facilities and Community Services Assistant Director Sullivan introduced a request from the Redlands <br />Hometown Heroes Foundation to serve alcoholic beverages and a request for in -kind support related <br />to the Redlands Veterans Day Parade event hosted by the Redlands Hometown Heroes Foundation to <br />be held on November 11, 2021, at Jennie Davis Park <br />On motion of Council Member Paul Foster, seconded by Mayor Paul Banch, the City Council <br />unanimously determined that approval of the American Legion Post #106 sale and consumption of <br />alcoholic beverages within a City park, is categorically exempt from environmental review pursuant to <br />Section 15061 (b)(3) of the State's guidelines implementing the California Environmental Quality Act, <br />approved a request for in -kind support in the amount of $8,244 related to the Redlands Veterans Day <br />Parade event hosted by the Redlands Hometown Heroes Foundation, and authonzed the sale and <br />consumption of alcoholic beverages for the Redlands Hometown Heroes Foundation to be held <br />on November 11, 2021, at Jennie Davis Park <br />Vote: 5 - 0 Passed <br />Resolution No 8264 Land Sale Proceeds <br />Management Services/Finance Director Garcia provided details of Resolution No 8264 to direct the <br />deposit of land sale proceeds from the sale of parcels adjacent to the Landfill and Wastewater <br />Treatment Plant and additional appropriations for transfers out of the Sewer and Solid Waste funds, <br />each in the amount of $21,701,115 to the General Fund, as well as for revenue recognition in both <br />Sewer and Solid Waste funds each in the amount of $23,025,000 and in the General Fund of <br />$43,402,230 <br />CC_SA_October 5, 2021 <br />Page 6 <br />
